Job description

The Recruiter is responsible for full-cycle recruitment of Direct Support Professionals (DSPs), Residential Counselors, Day Habilitation Staff, Transportation, Clinical and Professional Support Staff, and other mission-critical positions across multiple program sites in New York City. The Recruiter will manage large applicant pipelines, conduct rapid screening, coordinate hiring events, and partner with program leadership to meet aggressive staffing targets while maintaining compliance with OPWDD and NYS regulatory standards. Some specific responsibilities include but is not limit.

  • Managing 60+ open requisitions simultaneously across residential and day programs.
  • Sourcing candidates using job boards (Indeed, LinkedIn, Handshake, ZipRecruiter), social media, community partnerships, workforce agencies, and job fairs.
  • Conducting high-volume phone screens, virtual and in-person interviews.
  • Scheduling and facilitating open houses and hiring events (in-person and virtual).
  • Maintaining applicant tracking system (ATS) with accurate documentation and compliance records.
  • Developing talent pipelines to reduce vacancy rates and time-to-fill metrics.
  • Partnering with Program Directors and Residential Managers to forecast staffing needs.
  • Participating in weekly workforce planning meetings.
  • Providing data reports on recruitment metrics (time-to-fill, source of hire, retention trends).
  • Collaborating with HR onboarding team to ensure seamless candidate transition to hire.
  • Ensure all recruitment practices align with:
    • NYS OPWDD regulations
    • Background checks (Justice Center, fingerprinting, SCR clearance)
    • EEO and employment law requirements
  • Maintaining documentation in accordance with agency and regulatory standards.
  • Building relationships with:
    • Workforce1 NYC centers
    • Local colleges and training programs
    • Community-based organizations
  • Representing the agency at job fairs and recruitment events.
  • Supporting employer branding initiatives highlighting mission, values, and career pathways.

Qualifications

The ideal candidate holds a bachelor's degree in human resources, Business Administration, Psychology, or a related field, with SHRM certification strongly preferred. A minimum of three years of demonstrated, consistent high-volume recruitment experience in human services or healthcare is required, along with hands-on experience using applicant tracking systems (ATS) and recruitment reporting tools. Experience with Oracle or another Human Capital Management (HCM) system is required. Experience working in a unionized environment is a strong plus, including familiarity with collective bargaining agreements, seniority provisions, and labor-management considerations that may impact recruitment and workforce planning. The successful candidate must possess the ability to manage competing priorities in a fast-paced environment, demonstrate a data-driven mindset with the capacity to analyze recruitment metrics and trends, and exhibit strong interpersonal and relationship-building skills. Knowledge of NYC labor market dynamics is essential to effectively source, attract, and retain qualified candidates in a highly competitive workforce landscape.
