POSITION SUMMARY

The HR Recruiter manages full-cycle recruitment for clinical, ancillary, and administrative positions. This role partners with hiring managers to understand staffing needs, sources and screens qualified candidates, and delivers a compliant, timely, and professional hiring process that supports patient care and operational continuity.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Partner with hiring managers to define role requirements, credentials, and hiring timelines; maintain accurate job postings across the ATS and external boards.
  2. Source and build candidate pipelines for high-turnover and hard-to-fill clinical roles through job boards, schools, professional associations, referrals, and direct outreach.
  3. Screen applications, conduct phone interviews, and evaluate candidates for qualifications, licensure, and organizational fit.
  4. Coordinate interviews and support hiring managers with structured interview guides and evaluation criteria.
  5. Verify licenses and certifications through primary source verification; coordinate reference checks, background screening, and pre-employment health requirements.
  6. Prepare and extend offers within approved wage ranges, ensuring alignment with applicable collective bargaining agreements, wage scales, and differentials.
  7. Transition new hires to onboarding; track completion of I-9, new-hire documentation, and orientation scheduling.
  8. Maintain complete and auditable recruiting records; ensure compliance with EEO, FEHA, ban-the-box, pay transparency, and applicable federal and state hiring laws.
  9. Track and report recruiting metrics including time-to-fill, source effectiveness, offer acceptance, and open requisition status.
  10. Represent the organization at job fairs, campus events, and community hiring events; escalate staffing gaps and market compensation pressures to HR leadership.
  11. Perform other duties as assigned.
Requirements:

QUALIFICATIONS

Required

  • Bachelor's degree in Human Resources, Business Administration, or related field; equivalent experience may substitute
  • Two (2) years of full-cycle recruiting experience
  • Working knowledge of federal and state employment and hiring regulations
  • Proficiency with ATS/HRIS platforms and Microsoft Office

Preferred

  • Healthcare or hospital recruiting experience
  • Experience recruiting in a unionized environment
  • PHR, SHRM-CP, or equivalent certification
