Land Development Manager – Knoxville/Chattanooga, TN


Position Summary

The Land Development Manager is responsible for managing the development of residential communities from acquisition through finished lots. This role oversees due diligence, entitlement support, design coordination, permitting, budgeting, and construction activities to ensure projects are delivered on time and within budget.


Key Responsibilities

  • Manage land development projects from acquisition through final lot delivery.
  • Coordinate with engineers, consultants, municipalities, utility providers, and contractors.
  • Oversee site development activities, including grading, utilities, roadways, and stormwater infrastructure.
  • Prepare and manage development budgets, schedules, and project forecasts.
  • Support due diligence efforts, feasibility reviews, and entitlement activities.
  • Review engineering plans, permits, contracts, and development agreements.
  • Conduct regular site visits to monitor project progress, quality, safety, and budget performance.
  • Identify and resolve development challenges while minimizing project delays and cost overruns.
  • Collaborate with Land Acquisition, Construction, Purchasing, and Division leadership to support growth initiatives.


Qualifications

  • 5+ years of residential land development experience.
  • Experience managing horizontal development projects for a homebuilder, developer, engineering firm, or land development contractor.
  • Strong understanding of site development, utilities, permitting, and municipal approval processes.
  • Experience managing consultants, contractors, budgets, and project schedules.
  • Proficiency with development-related software and Microsoft Office.
  • Bachelor's degree in Civil Engineering, Construction Management, Land Planning, or a related field preferred.
