Job Description
To serve as a civilian employee of the Indiana State Police whose primary responsibility is to assist with management of the procurement of goods and services and manage contracts administration for the Indiana State Police Department, while developing cross-functional knowledge to support all purchasing roles as needed.
Job Duties
  • Management of the contracts process, including preparation, review, routing, and monitoring of contract documents for compliance.
  • Verify invoices against purchase orders so payments can be made to vendors.
  • Communicate with commanders regarding procurement requests to ensure appropriate goods and services are received as requested.
  • Review unliquidated requisitions and purchase orders in PeopleSoft to ensure they are correct.
  • Assist with management of the contracts process, including preparation, review, routing, and monitoring of contract documents for compliance.
  • Develop and maintain cross-training across all purchasing positions to serve as a resource and operational floater when needed.
  • Supervise subordinate personnel.
  • Assist with the management of purchasing related to the capital budget.
  • Assist with serving as liaison between Indiana State Police and the Department of Public Works on all public works projects.
  • Communicate with vendors as needed to complete procurement request.
  • Analyze quote packages when received from vendors and select appropriate vendor.
  • Enter requisitions and purchase orders in PeopleSoft.
  • Verify invoices against purchase orders so payments can be made to vendors.
  • Serve as liaison with ISP's Legal team for preparation, tracking, and administration of contracts and related amendments in accordance with state requirements.
  • Oversee contract preparations, documentation, routing, and monitoring to ensure compliance with state requirements and continuity of services.
  • Process supply orders for departments.
  • Provide cross-coverage for other purchasing roles as needed to ensure continuity of operations.
  • Supervise and counsel subordinate personnelas directed by the Head Procurement Agent.
  • Provide procurement and contracts support to the Division Director.
  • Perform other duties asrequired.

Job Qualifications
  • Must be a high school graduate or equivalent G.E.D.
  • Bachelor's Degree or 5 years of related work experience in a related field required.
  • Knowledge of state procurement and basic contracts administration procedures.
  • Ability to work with computerized word processing, spreadsheets, databases and specialized software.
  • Ability to operate and maintain office equipment.
  • Ability to maintain confidentiality.
  • Ability to function independently.
  • Must be able to access, input, retrieve and analyze information using a computer.
  • Ability to communicate effectively, both verbally, and in writing.
  • Must be able to organize, file and retrieve information.
  • Must be able to proofread documents for accuracy.
  • Must be able to work with minimal supervision, prioritize work and meet deadlines.
  • Ability to learn and perform functions across multiple purchasing assignments to provide operational support as needed.
