KBR is seeking a Proposal Manager for the Science & Space business unit. The Proposal Manager will support the development of large-scale, complex proposals. This position will analyze solicitations including evaluation notices to identify requirements and criteria for proposal preparation and execution. This person will be responsible for helping to create proposal outlines, compliance matrices, and drive the proposal through the color team process to assure compliancy. They will serve as a liaison to cross-functional teams, including schedule management, writing instructions and team oversight, and final production activities, assuring on-time delivery of final products. Expected to partner with Senior Proposal Managers and Capture Managers to develop and maintain key messages and win themes, finalize solutions, and analyze the competition. Work collaboratively with capture, proposal and production teams, business partners, functional teams, and operational organizations throughout the procurement cycle. Also responsible for maintaining and improving proposal tools and processes. Reports to the Senior Manager of Proposal Operations.

The primary responsibilities for this role include, but are not limited to, the following:

  • Lead all proposal management activities by ensuring best practices are used for compelling content creation, and reviews. Understands the importance of commanding the lead on multi-person meetings involving strong personalities and moving side conversations to backend parking lots to mitigate derailments.
  • Organize and maintain configuration control of all products in KBR's proposal repository
  • Create and execute proposal development plans
  • Develop outline and compliance matrix for all volumes and deliverables
  • Oversee creation of storyboards and annotated outlines
  • Assist in the conceptualization of key/anchor graphics
  • Develop and maintain proposal schedules, including color reviews, cost reviews, and key milestones
  • Prepare presentations and lead proposal kickoffs
  • Lead regular proposal team tag-ups and other focus meetings
  • Oversee review team coordination and recovery
  • Attend all key, relevant BD activities such as opportunity reviews, capture reviews, or other required meetings
  • Coordinate proposal inputs with volume leads, SMEs, writers, and subcontractor team members
  • Facilitate cost proposal narratives with pricing department
  • Write general introductory proposal sections as needed
  • Assists content writers and SMEs to effectively incorporate win themes and solutions into proposal documents
  • Ensure all proposal sections are integrated with a single voice
  • Oversee final proposal production and delivery
  • Develop lessons learned
  • Support development and delivery of request for information, sources sought, evaluation notices, corrective actions, and final proposal revision documents as needed.

Knowledge and Skills

  • Experience working with capture teams to facilitate the development of win themes, solutions, discriminators, and competitive analyses
  • Expertise in delivering quality products, compliant with Government requirements
  • Strong leadership skills to ensure all team members meet established deadlines
  • Must possess strong writing-technical and non-technical
  • Possess strong communication skills with the ability to effectively communicate and collaborate virtually and in person with large and small diverse teams (Travel may be required)

Qualifications

  • Bachelor's degree and 9+ years of direct proposal management experience managing complex Government bids of $100M+. Equivalent experience will be considered in lieu of the degree requirement.
  • Demonstrated ability delivering proposals that are compliant with the RFP requirements and are consistent with the direction of the capture team
  • Track-record of success in developing winning, compliant, compelling proposals
  • Experience with Shipley or similar proposal process; APMP certification preferred

Basic Compensation:

$119,600-$179,300

The offered rate will be based on contract affordability and the selected candidate's working location, knowledge, skills, abilities and / or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commission, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
