Overview
Integral Federal is seeking an experienced and motivated Proposal Manager to join the Business Development team located in Tysons Corner, VA. Integral Federal has a 35-year history of success supporting the Department of Defense and Federal Civilian Agencies with multimodal biometric solutions, Intelligence Analysis, IT Service Management, and application development. This position will organize, direct, and take ownership of internal proposal teams and the overall structured and repeatable proposal development processes.
The Proposal Manager is responsible for supporting the Capture Director for planning/executing all proposal development activities/deliverables. The Proposal Manager will be responsible for creating decision packages to assist with bid/no bid meetings and organize/leads the proposal through contract award. The Proposal Manager is responsible for coordinating all aspects of proposal documentation and production, which may include submission of responses to requests for information, submission of questions to contracting officers, and preparation of material for formal reviews. The Proposal Manager develops and updates Proposal Directives, including the development of proposal requirements-driven outlines and schedules. This position will be responsible for assigning roles and responsibilities within the team and establishing a timeline for all deliverables. The Proposal Manager will be responsible for the development of proposal production and delivery plans that meet client requirements. The Proposal Manager will assist with and help lead kickoff meetings and facilitate storyboarding sessions.
This position takes a proactive role in the development of strategic solutions, win themes, and discriminators. This position is expected to contribute to the continuous improvement of proposal development processes and take a hands-on approach to proposal tasks. The Proposal Manager will exercise operational control over the proposal and communication plans. This position must maintain proposal process discipline and communicate continuously with the Capture Director and proposal teams. The Proposal Manager will need to identify items that are behind schedule and barriers to progress and then implement effective problem-solving and corrective action plans. The Proposal Manager will also capture lessons learned to improve the proposal process and product.
Responsibilities
  • The Proposal Manager will take end-to-end ownership and command of the proposal process, including decision-making debriefs, production, delivery, oral presentations, and requests for information.
  • Create outlines and schedules for proposal efforts while remaining current on all proposal amendments and modifications.
  • Provide detailed guidance to proposal writers and contributors both within the company and among partners, subcontractors, and consultants.
  • Develop targeted questions and interview technical and programmatic staff to extract critical proposal-related information.
  • Write and continuously review significant portions of the proposal document, including the technical, past performance, and management sections of the proposal.
  • Edit, organize, and refine the entire proposal for final delivery.
  • Contribute to the knowledge base for all efforts and maintain "boilerplate" material for effective reuse in proposals.
  • Lead storyboarding, kickoff, and review meetings while proactively assisting with the development of strategic win themes and discriminators.
  • Communicate proposal-related requirements and status to Capture Director and senior management as appropriate.
  • Ensure that Integral Federal business processes and policy are followed throughout the entire proposal process.
  • Participate in the formulation and approval of proposal strategies and themes.
  • Participate in analyzing the solicitation and the allocation of proposal resources against the proposal outline to guarantee compliance and responsiveness to the customer.
  • Establish and maintain a compliance matrix and project plan to ensure completion of deliverables, milestones, and final delivery.
  • Other duties associated with the PM position, as directed by the Capture Director or the VP of Business Development staff.

Qualifications
Required:
  • Bachelor's Degree (can be substituted with years of experience)
  • Minimum of 7+ years of proposal-related experience managing proposals, with broad experience working within the federal marketspace across both DoD and civilian agencies.
  • Proven track record of successfully developing winning proposals
  • Experience using MS Professional tools.
  • APMP Practitioner.

Preferred:
  • Active Secret Clearance
  • APMP Professional preferred.

Salary Range: $142,000 - $175,000
The above salary range represents a general guideline. Integral Federal considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
