Intellect Solutions, LLC is a small Women-owned, HUBZone-certified small business with offices in Alexandria, Virginia and Herndon, Virginia. We are hiring a Proposal Manager. This position reports directly to Intellect's Vice President for Capture and Proposal Management. The Proposal Manager is responsible for coordinating all phases of the proposal process in response to government solicitations.

The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the keys to success. In this role, you will be responsible for managing the activities involved in the development of major proposals for Intellect. The candidate will coordinate with internal capability teams to define technical approaches and solutions for inclusion in various proposal volumes. They will contribute to the development of proposal strategies and content. The individual may be responsible for concurrent proposals, with changing requirements based on government changes and updates.  During busy times, frequent evening/weekend hours may be required to accomplish tasks for proposal deadlines.

Responsibilities include:

  • Work with business development and capture managers to execute pre-proposal activities, including developing win themes, drafting executive summaries, proposal management plans "Shredding" draft and final solicitations to develop compliance matrices and annotated proposal section outlines
  • Analyze the Request for Proposal (RFP) for proposal production guidelines
  • Develop data collection forms and proposal templates
  • Identify prior proposal content and graphics for reuse
  • Manage and oversee all activities relevant to the development, production and revision of assigned proposals
  • Develop and maintain the proposal development schedule, outline, and compliance matrices
  • Drive the proposal process and lead critical milestone reviews including color reviews and content development discussions, assuring we meet all deadlines
  • Manage proposal volumes & sections, including technical & management approaches, personnel & staffing approaches, past performance & corporate experience
  • Provide guidance and status reports to management
  • Enforce editorial guidelines specified for the proposal, managing portal content updates and versions
  • Conduct intermediate and final compliance checks
  • Direct and engage key personnel in all proposal review activities and assure compliance with all corporate and legal requirements
  • Assist in developing and maintaining boilerplate and proposal graphics libraries

Skills & Experience:

  • Bachelor's Degree
  • 1 year in Federal Government proposal development, with 5+ years of experience preferred
  • Experience with the proposal process and developing annotated outlines, proposal outlines, and compliance matrices
  • Proficient in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint
  • Highly organized, team-oriented, enthusiastic independent thinker
  • Outstanding written and oral communication are critical.
  • APMP certification and/or Shipley or Lohfeld training a plus
