Job description

RMC is seeking a driven and strategic Proposal Manager to lead high-impact proposal efforts supporting our continued growth across DoD and civilian agencies. This is a highly visible role suited for a seasoned proposal professional who brings deep federal acquisition expertise, strong leadership capability, and a proven ability to deliver winning submissions in complex, competitive environments.
In this role, you will own the full proposal lifecycle-from early strategy through final submission-partnering closely with capture teams, subject matter experts, and executive leadership. You will play a critical role in shaping compliant, compelling, and high-scoring proposals while driving process discipline in a fast-paced, deadline-driven environment.
Key Responsibilities
  • Lead end-to-end proposal development activities, including kickoff, scheduling, compliance management, content development, color team reviews, and final delivery.
  • Develop and execute win strategies aligned to business goals, increasing overall probability of win (Pwin).
  • Analyze and interpret solicitation documents (RFPs, RFIs, SOWs, PWS, CDRLs) to ensure compliance and inform proposal approach.
  • Partner with capture managers and leadership to shape competitive positioning and differentiated solutions.
  • Manage and coordinate cross-functional proposal teams, including writers, SMEs, technical contributors, pricing, and graphics.
  • Facilitate color team reviews and drive iterative improvements based on structured feedback.
  • Enhance proposal operations by refining templates, tools, and standard processes.
  • Ensure all submissions meet compliance standards, quality expectations, and strict deadlines.

Requirements
  • Bachelor's degree in Business, Communications, or a related field (preferred).
  • 5+ years of experience managing federal proposals, with the DoD (Navy experience strongly preferred.)
  • Demonstrated success leading large, complex, and competitive proposal efforts.
  • Proven track record of managing and winning proposals valued at $50M+.
  • Experience supporting multi-award contracts and GWACs.
  • Strong knowledge of federal acquisition regulations, proposal compliance requirements, and industry best practices.
  • Advanced proficiency with Microsoft Office Suite (Word, PowerPoint, Excel) and Adobe Acrobat.
  • Exceptional leadership, writing, editing, and communication skills.
  • Ability to influence stakeholders and lead teams under tight deadlines.
  • Highly organized with strong time management and planning capabilities; able to manage multiple priorities in a fast-paced environment.
  • Must be willing to travel up to 10% of the time as business needs arise.

The current salary range for this position will be $90,000 to $140,000 (annually).
