Job description

ProSource Land Services is a professional services firm supporting infrastructure development throughout the United States. Our work includes right-of-way and land services, title, real estate acquisition, relocation, GIS, and related services supporting transportation, aviation, utility, energy, and other public and private infrastructure projects.

We are seeking an experienced Senior Proposal & Pursuit Manager to take primary ownership of ProSource’s proposal and qualifications function and help elevate how we pursue and win work.

This is a highly visible, hands-on role for an accomplished proposal professional who can independently manage everything from straightforward letter proposals and qualifications packages to complex RFP/RFQ responses and Statements of Qualifications.

The successful candidate will combine strong proposal-management discipline with exceptional writing, editing, organization, judgment, and document-production skills. This person must be equally comfortable leading the proposal process, managing input from executives and technical subject matter experts, developing persuasive content, and personally producing a polished final submission.

This is not simply a document-coordination position. We are looking for someone capable of taking ownership of the function, improving our systems and standards, and helping ProSource consistently present its experience, capabilities, and value at a high professional level.

Position Responsibilities

The Senior Proposal & Pursuit Manager will lead proposal development from initial opportunity through final submission, including:

  • Review RFPs, RFQs, SOQs, requests for information, and other solicitations to identify requirements, evaluation criteria, compliance obligations, and submission deadlines.
  • Develop proposal strategies, schedules, compliance matrices, outlines, assignments, and production plans.
  • Lead proposal kickoff meetings and coordinate input from executive leadership, project managers, technical staff, and other subject matter experts.
  • Establish and manage internal deadlines and hold contributors accountable for providing complete and timely information.
  • Identify gaps, inconsistencies, or weaknesses in SME input and proactively obtain the information necessary to strengthen the final response.
  • Develop proposal themes, differentiators, and messaging that clearly communicate ProSource’s qualifications, experience, technical approach, and value to the client.
  • Write, edit, and develop compelling proposal narratives rather than relying solely on content supplied by technical contributors.
  • Prepare simple letter proposals, complex technical proposals, Statements of Qualifications, qualifications packages, letters of interest, and other pursuit materials.
  • Translate highly technical, incomplete, or fragmented information into clear, concise, persuasive, and client-focused content.
  • Structure responses around solicitation requirements and evaluation criteria to maximize responsiveness and readability.
  • Perform detailed quality-control reviews for accuracy, responsiveness, grammar, consistency, formatting, and presentation.
  • Produce professional final documents using Microsoft Office and Adobe applications.
  • Independently develop clean, professional proposal graphics, organizational charts, process diagrams, project sheets, resumes, and other visual elements.
  • Maintain and continuously improve employee resumes, project descriptions, project sheets, experience matrices, boilerplate content, proposal templates, and other reusable pursuit materials.
  • Maintain an organized and current proposal-content library that allows information to be efficiently located, updated, and reused.
  • Manage electronic submissions and, when necessary, hard-copy production requirements.
  • Track proposal activity, deadlines, submissions, outcomes, and lessons learned.
  • Support post-submission reviews and continuously improve ProSource’s proposal processes, tools, templates, and standards.
  • Assist leadership in evaluating pursuit requirements, level of effort, and proposal strategy as appropriate.
  • Manage multiple concurrent pursuits and independently prioritize workload based on deadlines, strategic importance, and business needs.
Qualifications

We are seeking a seasoned proposal professional who has demonstrated the ability to independently manage sophisticated pursuits in a technical professional-services environment.

Preferred qualifications include:

  • Seven or more years of progressively responsible experience in proposal development, proposal management, pursuit management, or A/E/C marketing.
  • Experience within engineering, architecture, construction, environmental, transportation, aviation, energy, utilities, infrastructure, real estate, or another technical consulting environment strongly preferred.
  • Demonstrated experience managing RFP, RFQ, and SOQ responses from initial solicitation review through final submission.
  • Exceptional business writing, editing, proofreading, and verbal communication skills.
  • Demonstrated ability to transform technical information and SME input into clear, persuasive, client-facing content.
  • Strong understanding of proposal responsiveness, evaluation criteria, differentiators, and persuasive proposal strategy.
  • Advanced proficiency with Microsoft Word and PowerPoint.
  • Strong proficiency with Adobe InDesign and working knowledge of related Adobe Creative Suite applications.
  • Ability to independently create professional proposal graphics, organizational charts, process diagrams, project sheets, and other visual elements. Advanced graphic-design capabilities are beneficial but are not required.
  • Experience developing and maintaining employee resume libraries, project sheets, proposal content libraries, and reusable qualifications materials.
  • Exceptional attention to detail and commitment to producing accurate, polished work.
  • Strong project-management and organizational skills.
  • Demonstrated ability to manage multiple competing deadlines and concurrent pursuits without losing quality or responsiveness.
  • Sound professional judgment and the confidence to identify deficiencies, challenge incomplete information, and drive contributors toward a stronger final product.
  • Ability to work independently while maintaining strong communication and collaboration with leadership and technical teams.
  • Reliability, flexibility, professionalism, and a positive, team-oriented approach.

APMP, SMPS/CPSM, or similar professional credentials are beneficial but are not required.

What Success Looks Like

Success in this role requires ownership.

The successful candidate will anticipate deadlines rather than react to them. They will understand what a solicitation is asking, recognize when an answer is incomplete, and know when additional information is required.

They will be comfortable working directly with executives, project managers, and technical professionals and will have the judgment and interpersonal skills necessary to respectfully hold contributors accountable for their assignments.

They will continuously improve the systems behind the work—not simply complete the next proposal.

Over time, this individual will help ensure that ProSource has:

  • Consistent, high-quality proposal standards and templates;
  • Current and professional employee resumes and project qualifications materials;
  • A well-organized and usable proposal-content library;
  • Stronger proposal planning and internal accountability;
  • More effective use of SME and leadership time;
  • Clearer and more persuasive messaging;
  • Better proposal graphics and presentation quality; and
  • A disciplined process for delivering responsive proposals on time.

ProSource operates in a client-driven and deadline-sensitive environment. Proposal deadlines do not always occur within traditional working hours. The Senior Proposal & Pursuit Manager must be willing and able to adjust their schedule when necessary to meet important client and submission deadlines.

At the same time, part of the expectation for this position is to bring the organization, foresight, and discipline necessary to ensure that urgency does not have to become chaos.

Location

This position may be performed remotely from anywhere within the United States.

Candidates must be authorized to work in the United States and must be able to work effectively with colleagues operating primarily during U.S. business hours.

Occasional travel may be required for company meetings, client-related activities, or other business needs.

Compensation

Expected base salary: $105,000–$130,000 annually , depending upon experience, qualifications, and demonstrated capabilities.
