Raba Kistner is seeking a detailed-oriented, dependable Proposal Manager to join our Marketing team in San Antonio, New Braunfels, Austin, Dallas, Houston, Corpus Christi, or McAllen, TX . The Proposal Manager is a vital member of Raba Kistner’s Marketing team, playing a central role in the firm’s growth by leading the proposal development process for key project pursuits. This position works closely with marketing, business development, and operations teams to craft compelling, project-specific narratives and produce high-quality proposals and qualification responses that showcase Raba Kistner's expertise and differentiators. The Proposal Manager also supports interview preparation and the broader pursuit process, collaborating with the Senior Marketing Manager to align proposal strategies with business development goals, provide proposal oversight, and support resource planning and team performance. Other responsibilities include:

  • Lead the development of RFQ/RFP responses for prime and teamed opportunities from initiation through submission, verifying all requirements are met prior to deadlines
  • Collaborate with pursuit teams to develop a custom, project-specific approach that addresses client needs and communicates firm differentiators
  • Write, proofread, and edit proposal content including cover letters, company overviews, technical staff resumes, project descriptions, process narratives, organizational charts, and infographics
  • Coordinate with teaming partners to exchange resumes, project descriptions, and other data required to fulfill proposal requirements
  • Complete proposal close-out activities and maintain organized records throughout the pursuit lifecycle
  • Schedule, support, and lead pursuit strategy meetings with multi-disciplined teams comprised of staff at all levels across the country
  • Coach technical teams on short-list interview presentations; develop presentation materials and leave-behind documents
  • Work closely with proposal coordinators to review and refine content with a focus on continual improvement
  • Provide consistent leadership throughout the proposal process, fostering collaboration across disciplines and geographies
  • Develop and maintain industry relationships to promote RK’s services and capabilities
  • Manage information systems including proposal files, marketing databases, proposal management platforms, and other digital resources
  • Align proposal strategies with broader business development goals in partnership with the Senior Marketing Manager
  • Perform other duties as assigned.

Employees shall possess the following minimum qualifications:

  • Bachelor’s degree in business, marketing, communications, or a related field.
  • Ten (10) years of experience managing the proposal process, presentation coaching, and related business development activities in the engineering or a related industry.
  • Specialized expertise in Adobe Creative Suite, particularly InDesign.
  • Experience leading TxDOT proposal development is preferred.
  • Possess a valid driver’s license within the applicable jurisdiction and meet company’s auto insurability requirements.

Excellent verbal and written communication skills. Excellent proofreading and editing skills. Excellent time management skills and ability to balance multiple short-term deadlines against long-term goals. Expertise with detail management for projects with multiple elements and contributors. Self-motivated and have ability to work independently with supervision from multiple team members.
