Position Overview
KeenLogic is seeking an experienced Federal Proposal Writer & Business Development Coordinator to support our growing federal business development team.
Approximately 80% of this role will focus on proposal writing and proposal development, including drafting, editing, organizing, and submitting high-quality, compliant federal proposals. The remaining 20% will support business development and sales activities, including reviewing new opportunities, coordinating meetings, responding to opportunity requests, maintaining the opportunity pipeline, and assisting leadership throughout the federal procurement lifecycle.
The ideal candidate is an exceptional writer with strong project management skills who thrives in a deadline-driven environment. They should be highly organized, detail-oriented, comfortable collaborating across multiple teams, and eager to help improve proposal quality and business development processes through AI-enabled tools and automation.
This is a full-time position for candidates located in the DMV area. The role is primarily remote, with preference for candidates who are open to working onsite at KeenLogic's Herndon, VA office once per week with occasional travel for customer meetings and industry events. Required Qualifications
  • Bachelor's degree or equivalent professional experience.
  • 3+ years of experience writing and supporting federal government proposals.
  • Experience responding to RFIs, Sources Sought Notices, RFQs, and RFPs.
  • Strong proposal writing, technical writing, editing, and proofreading skills.
  • Experience managing proposal schedules from kickoff through submission.
  • Experience developing compliance matrices, proposal outlines, schedules, and submission checklists.
  • Excellent organizational, project management, and time management skills.
  • Strong written and verbal communication skills.
  • Ability to manage multiple proposals and competing deadlines simultaneously.
  • Experience collaborating with executives, technical subject matter experts, recruiters, and teaming partners.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint).
  • Experience leveraging AI tools such as ChatGPT, Microsoft Copilot, Claude, Gemini, or similar platforms to improve proposal writing, research, editing, and workflow efficiency.
  • Familiarity with GovWin, SAM.gov, Salesforce, FPDS, USAspending, GSA eBuy, or similar federal market research tools.
  • Understanding of FAR, IDIQs, GWACs, BPAs, and other federal procurement vehicles.
  • Experience supporting proposals for IT services, cybersecurity, software development, staffing, professional services, or mission support contracts.

Key Responsibilities
Proposal Writing & Development (Approximately 80%)
  • Lead the development of proposal content from kickoff through final submission.
  • Review solicitations and develop proposal schedules, compliance matrices, outlines, production plans, and submission timelines.
  • Write, edit, and refine proposal sections, including executive summaries, technical approaches, management plans, staffing approaches, transition plans, corporate experience, resumes, and past performance.
  • Translate technical, staffing, and business input into clear, compelling, compliant proposal language.
  • Coordinate proposal efforts across executive leadership, recruiters, technical subject matter experts, teammates, and subcontractor partners.
  • Facilitate proposal kickoff meetings, status meetings, and color team reviews.
  • Track proposal deliverables, action items, milestones, and submission deadlines.
  • Ensure proposal compliance with solicitation instructions, evaluation criteria, and formatting requirements.
  • Conduct research to strengthen proposal responses and develop compelling win themes.
  • Edit proposal content for clarity, consistency, grammar, formatting, compliance, and overall quality.
  • Maintain proposal templates, reusable content libraries, resumes, past performance references, certifications, and corporate documentation.
  • Coordinate final production activities and electronic proposal submissions.

Business Development & Sales Support (Approximately 20%)
  • Review solicitations and summarize opportunities for leadership evaluation.
  • Assist with opportunity qualification and support internal go/no-go discussions.
  • Coordinate internal business development meetings, proposal kickoffs, customer meetings, and teaming discussions.
  • Assist in preparing responses to Sources Sought Notices, RFIs, capability statements, and other pre-solicitation requests.
  • Maintain opportunity tracking spreadsheets, CRM records, calendars, and business development documentation.
  • Coordinate with subcontractors, teaming partners, and internal stakeholders throughout opportunity pursuits.
  • Support customer relationship activities, industry events, conferences, and networking opportunities as needed.
  • Assist leadership with pipeline tracking, follow-up activities, and overall opportunity management.

AI & Process Improvement
  • Utilize AI tools to improve proposal writing, editing, compliance reviews, market research, competitive analysis, and workflow efficiency.
  • Identify opportunities to automate proposal and business development processes.
  • Develop repeatable templates, knowledge libraries, and proposal resources.
  • Recommend and implement best practices for AI-enabled proposal management.
  • Continuously improve internal proposal processes, documentation, and organizational systems.

Internal Collaboration
  • Work closely with executive leadership to prioritize proposal efforts and growth opportunities.
  • Partner with recruiters to develop staffing strategies and collect candidate information for proposal submissions.
  • Coordinate with technical teams to gather solution content, pricing inputs, and technical approaches.
  • Maintain proposal artifacts, resumes, certifications, corporate experience, and past performance documentation.
  • Support additional proposal, marketing, and business development initiatives as assigned.
