Job description

Job Purpose
The Proposal Writer is responsible for developing clear, compelling, accurate, and compliant written content in support of federal government proposals and related business development efforts. This position will research solicitation requirements and program information, develop proposal narratives, and translate complex technical and operational information into persuasive, easy-to-understand content.
The Proposal Writer will collaborate with Proposal Managers, subject matter experts, and technical teams to ensure content aligns with solicitation requirements, client expectations, compliance guidelines, and established proposal standards. This position is a 1099 independent contractor opportunity.
Responsibilities:
  • Write, edit, and refine compelling content for federal government proposals and related business development materials.
  • Review solicitation requirements and supporting documentation to understand customer needs, requirements, and evaluation criteria.
  • Conduct research to gather, analyze, and interpret program information and supporting data for proposal development.
  • Translate complex technical, operational, and program information into clear, persuasive, and easy-to-understand proposal narratives.
  • Develop proposal content that is responsive, compliant, accurate, and tailored to the specific opportunity.
  • Collaborate with Proposal Managers, subject matter experts, Business Development, Capture, analysts, and technical teams to develop proposal content.
  • Utilize AI-assisted proposal writing tools to support research, drafting, editing, and content development.
  • Leverage GovDash, when applicable, to support proposal development and improve writing efficiency.
  • Review and personalize AI-assisted content to ensure proposal narratives reflect a human-led approach and are specific to the customer and opportunity.
  • Incorporate win themes, customer priorities, discriminators, and solution elements into proposal narratives.
  • Write and support development of executive summaries, management approaches, technical narratives, past performance content, team qualifications, and other proposal sections as assigned.
  • Edit and proofread proposal materials for grammar, readability, consistency, accuracy, tone, and compliance.
  • Maintain consistency in terminology, style, messaging, and voice throughout proposal deliverables.
  • Organize and maintain proposal documentation and update content based on feedback, reviews, or changing requirements.
  • Incorporate feedback from Proposal Managers, reviewers, subject matter experts, and other stakeholders.
  • Manage multiple writing assignments and priorities while consistently meeting established proposal deadlines.
  • Contribute to the continuous improvement of proposal content, templates, writing practices, and reusable materials.
  • Other duties as assigned.
Requirements:
  • Minimum of five (5) years of demonstrated experience writing federal government proposals.
  • Strong federal government proposal writing and operational writing experience.
  • Strong experience using AI-assisted tools to support proposal writing and content development.
  • Strong understanding of GovDash preferred.
  • Experience developing written content for government, public-sector, or other data-driven projects.
  • Demonstrated ability to conduct research and analyze program information to develop accurate and compelling content.
  • Excellent command of English grammar, sentence structure, style, editing, and proofreading.
  • Ability to translate complex information into clear, concise, and persuasive written content.
  • Strong attention to detail and commitment to producing high-quality deliverables.
  • Strong organizational and time-management skills with the ability to manage multiple assignments and deadlines.
  • Ability to work independently in a fast-paced, remote, collaborative environment.
  • Familiarity with data visualization concepts, or analytics platforms is a plus.
