What Is a Payroll Manager?

A payroll manager works in the payroll or HR department of a business or organization and manages the payroll process for all employees and contractors. Payroll managers are responsible for ensuring that all employees are paid on time, in the correct amounts, and for issuing pay stubs. They are also responsible for compiling payroll information and managing the pre-payroll preparation process. Additionally, payroll managers complete records for earnings, taxes, deductions, leave, benefits and disability, and maintain records for the organization and tax reporting. Payroll managers may also oversee recruiting, hiring, training and evaluating of payroll department staff members.

What are the key skills and qualifications needed to thrive as a Payroll Manager, and why are they important?

To thrive as a Payroll Manager, you need strong knowledge of payroll regulations, tax laws, and accounting principles, often backed by a degree in finance or accounting and relevant experience. Familiarity with payroll software (such as ADP or Paychex), HR information systems, and professional certifications like CPP (Certified Payroll Professional) are typically required. Exceptional attention to detail, problem-solving abilities, and strong communication skills help Payroll Managers stand out. These skills and qualifications are crucial for ensuring accurate payroll processing, regulatory compliance, and effective team leadership.

How does a Payroll Manager typically collaborate with other departments to ensure accurate and timely payroll processing?

Payroll Managers regularly coordinate with Human Resources and Finance teams to gather accurate employee data, such as new hires, terminations, benefit deductions, and salary changes. They also work closely with IT to ensure payroll systems are functioning correctly and with compliance teams to meet legal and tax requirements. Effective communication and collaboration are essential for resolving discrepancies quickly and maintaining seamless payroll cycles. This cross-departmental interaction offers Payroll Managers a comprehensive view of organizational operations and strengthens their problem-solving skills.

Location: Irvine, CA (On-site)Position Summary
We are seeking a hands-on Payroll Manager with direct, in-house payroll processing experience. This is a technical, detail-driven role best suited for someone with a payroll or accounting-style background who enjoys owning the numbers, ensuring accuracy, and maintaining compliance. This position is not a generalist HR role.
The Payroll Manager is fully responsible for the end-to-end payroll function and serves as the internal subject-matter expert for payroll processing, payroll compliance, reconciliations, and system integrity. The Payroll Manager will also be responsible for the administration of our benefit programs.
Key Responsibilities
  • Own and process full-cycle, in-house payroll (weekly/biweekly), ensuring accuracy, timeliness, and compliance
  • Maintain and apply federal, state, and local payroll laws, including California wage & hour requirements
  • Audit payroll data regularly to ensure proper pay rates, deductions, garnishments, taxes, and job costing allocations
  • Reconcile payroll registers to general ledger and support accounting tie-outs and audits
  • Manage payroll system configuration, earnings codes, deductions, taxes, and reporting
  • Prepare and review payroll-related reports, quarterly filings, and year-end processing (including W-2s)
  • Ensure accurate tracking and payment of payroll taxes, garnishments, and other withholdings
  • Troubleshoot payroll discrepancies and independently resolve issues through research and documentation
  • Partner with Accounting and HR leadership on payroll accuracy, system improvements, and process controls
  • Maintain payroll documentation, checklists, and internal controls

What We're Looking For
  • Proven experience processing in-house payroll (not payroll review only)
  • Strong technical knowledge of payroll calculations, taxes, and deductions
  • Solid understanding of California payroll compliance
  • Accounting-oriented mindset with comfort reconciling reports and balancing data
  • High attention to detail with strong audit and quality-control instincts
  • Advanced comfort working in cloud-based payroll systems and Excel
  • Ability to work independently, manage deadlines, and own outcomes
  • Professional, discreet, and methodical approach to sensitive data

Preferred Background
  • Payroll Manager, Senior Payroll Administrator, or Payroll Accountant experience
  • Experience supporting construction or project-based payroll environments a plus
  • Prior involvement in system implementations or payroll process improvements

What We Offer
  • Base salary $75,000-$115,000 (DOE) + bonus
  • Full paid associate medical, dental, vision, sick, and 401(k) with generous match
  • Named a Top Workplace by the Orange County Business Journal 5 years in a row.

This role is based in our Irvine headquarters and is on-site.
