Position Overview

The Capture Manager leads end-to-end federal capture efforts, aligning opportunities with corporate growth goals and market priorities. This role is responsible for identifying, qualifying, and shaping opportunities through strategic customer engagement, competitive analysis, and solution development. Collaborating closely with business development, technical teams, and partners, the Capture Manager formulates win strategies and ensures smooth transitions to proposal development.


With expertise in federal contracting vehicles (e.g., GSA schedules, OASIS, IDIQs) and contract types (FFP, T&M, Cost-Plus), the Capture Manager builds strong agency relationships, and leverages market intelligence to maintain a competitive edge. The role also represents Chartis at industry events to enhance visibility and stay ahead of market trends.  


Duties and Responsibilities

  • Build and maintain a robust pipeline of qualified opportunities that align with company goals, solution areas, and market priorities. 
  • Lead early-stage opportunity identification and qualification efforts through research, customer engagement, and alignment with corporate growth objectives. 
  • Drive capture efforts throughout the lifecycle, from pursuit decision through RFP release. This includes solution development, teaming strategies, competitive positioning, and win strategy formulation. 
  • Coordinate with business development, technical delivery teams, and subject matter experts to craft solutions that address client challenges and needs.
  • Conduct in-depth customer intelligence gathering and competitor analysis to inform bid/no-bid decisions and shape capture strategy.
  • Create compelling, customer-centric value propositions and win themes grounded in client drivers and Price-to-Win (PTW) analysis.
  • Guide opportunities through the pre-RFP phase and ensure a smooth handoff to the Proposal Manager upon RFP release. Remain engaged post-handoff as a key contributor and strategic advisor.
  • Demonstrate strong understanding of contract types (FFP, T&M, Cost-Plus) and government contracting mechanisms such as GSA Schedules, OASIS, IDIQs, and Symphony.
  • Identify and cultivate capture opportunities across federal civilian agencies including DHS, CBP, CISA, FEMA, and DOI. Prioritize relationship-building and account penetration within these agencies.
  • Leverage an established network of teaming partners to form competitive bid teams and strengthen proposal responses.
  • Represent Chartis at industry events, conferences, and networking forums to stay informed on federal market trends and increase company visibility.
  • Stay ahead of government trends, funding priorities, and policy shifts to inform proactive capture planning and competitive advantage. 

Requirements

  •  Minimum of 10 years of relevant experience in federal business development, with at least 5 years of specialized experience serving as a Capture Manager.
  • Shipley Capture Training highly preferred; Shipley or Association of Proposal Management Professionals (APMP) certification a plus
  • Proven success managing multi-million-dollar capture efforts in the federal civilian space
  • Deep experience within DHS and its components (CISA, CBP, FEMA) required, familiarity with DoD a plus
  • Strong understanding of the federal acquisition lifecycle and procurement landscape
  • Demonstrated ability to develop and execute complex capture plans
  • Exceptional communication, leadership, and interpersonal skills
  • Established network of industry partners, government contacts, and solution providers
  • Bachelor's degree required; advanced degree preferred
