Job Description

Citizant is seeking an experienced, strategic, and execution-oriented Capture Manager to lead the successful capture of high-value federal business opportunities. This role is responsible for driving opportunities through the full capture lifecycle (Capture, Solution, and Proposal), including active participation in RFI responses and proposal development.

The successful candidate will apply rigorous, lifecycle-based capture best practices (e.g., Shipley) to manage assigned opportunities with full accountability and ultimately drive them through to a win.


Responsibilities:

Capture Management

  • Lead end-to-end capture management for assigned opportunities, maintaining full accountability for capture strategy and execution.
  • Develop and execute capture strategies that align customer needs, acquisition approaches, and the capabilities of Citizant and its partners to maximize win probability.
  • Conduct competitive assessments, including incumbent analysis, to inform capture strategy and positioning.
  • Identify, map, and engage key stakeholders, decision-makers, and influencers through structured customer engagement and call plan execution.
  • Develop and recommend teaming strategies that optimize capability, customer intimacy, and past performance.
  • Shape opportunities through RFI responses, Sources Sought, and other pre-RFP market research to influence acquisition strategies, procurement approaches, and evaluation criteria to create competitive advantage.
  • Develop and maintain detailed capture plans, gate review materials, and opportunity data in Salesforce to ensure visibility.

Solution and Proposal Stage Support

  • Support solution development activities, including win themes, solution sessions, and Blue Team/Storyboard development, by providing insight into the customer, competition, and opportunity.
  • Support competitive analysis and Black Hat reviews.
  • Contribute to proposal development and color team reviews, ensuring alignment to win themes and customer evaluation criteria.
Requirements

Qualifications:

  • 10+ years of federal government business development and capture experience, with a documented track record of winning new business.
  • Hands-on experience applying the Shipley Business Development Lifecycle and capture management best practices, including capture, solution, and proposal execution.
  • Direct experience contributing to and supporting proposal development efforts, including win themes, solutioning, and content development.
  • Strong understanding of federal acquisition processes, procurement strategies, and source selection/evaluation methodologies.
  • Demonstrated experience influencing and shaping opportunities through RFI responses and customer engagement.
  • Working familiarity with modern IT domains, including cloud migration, data and analytics, AI/automation, and IT modernization.
  • Availability and willingness to travel, primarily within the National Capital Region, to attend industry events, customer engagements, conferences, and networking events.
  • Demonstrated commitment to ethical business practices and discretion in handling sensitive competitive information.

  • Proficiency with SharePoint, Salesforce, and market intelligence tools (e.g., SAM.gov, GovWin IQ).
