Overview


Client First Technologies currently is seeking a Program Manager to support an upcoming contract.  The Program Manager serves as the primary liaison between the Government and the contractor team and is accountable for overall technical performance, schedule, cost, staffing, and contract compliance. This role provides executive-level oversight of IT services, ensures delivery against Service Level Agreements (SLAs), manages risks and resources, and ensures adherence to DoD/Navy processes and reporting expectations. The Program Manager coordinates surge/on-site response expectations, including 24x7 critical incident support, and ensures contract deliverables meet Government standards. 


This is a full-time, on-site position in Dahlgren, Virginia.

Responsibilities


  • Serve as the single point of contact to the COR and Government stakeholders for all technical, contractual, staffing, and performance matters
  • Oversee planning, execution, and monitoring of all work under the contract, ensuring timely resolution of incidents, outages, and service requests in accordance with service levels and Navy requirements
  • Provide direction to task leads and SMEs to ensure consistent delivery across cybersecurity, systems administration, data management, and user support workstreams
  • Manage program cost, staffing plans, and resource allocation to meet contractual hours and surge support requirements
  • Ensure deliverables, reports, briefings, and plans meet Government standards, incorporate feedback, and are submitted on schedule
  • Monitor compliance with DoD/Navy cybersecurity, safety, and environmental policies; ensure team members complete required training and certifications
  • Coordinate on-call and after-hours support posture for critical incidents and high-priority mission events, including 24x7 callback and 1-hour onsite response when required



Qualifications 

  • Minimum ten (10) years of professional management experience, including at least five (5) years managing DoD or Navy IT systems or programs
  • Demonstrated experience with contract administration and directing cost/schedule/technical performance on complex IT programs
  • Proven ability to interface effectively with CORs and Government representatives and to navigate DoD contractual processes



Preferred Qualifications

  • PMP, DAWIA, or similar acquisition/program management certification
  • Experience managing service delivery using ITIL/ITSM practices and performance-based SLAs in a Navy environment



Physical Demands

  • Must be able to sit and stand for long periods of time
  • Occasional travel and overtime may be required


Required Clearances and Screenings

  • This position is subject to a government background investigation (BI) and must meet eligibility for access to classified information. Candidates must have a current, in-scope Tier 3 (T3) BI; Tier 5 (T5) preferred.
