Job Title -Program Manager / Contract Manager (CM/PM)
Program: CDAO Support Services — RFI 26-CCY-008 (ANG)
Clearance: Active SECRET clearance (or eligibility); CAC required
Location: Onsite — ANG Readiness Center (ANGRC), Joint Base
Andrews, MD 20762

Hybrid telework up to 3 days/week per approved schedule
Serves as the contractor''s single point of authority for all matters under the CDAO Support Services contract, ensuring coordinated delivery across data engineering, business intelligence, application
development, and training workstreams. Owns staffing continuity, quality control, and Government liaison responsibilities.
Key Responsibilities
•      Act as the designated CM/PM (or alternate), with full authority to represent the
contractor on all contract matters and daily operations.
•       Serve  as the primary interface with the Contracting Officer''s Representative (COR)
and Contracting Officer (KO); resolve technical direction and performance
issues.
•      Develop, implement, and maintain the Quality Control Plan (QCP); support the
Government''s Quality Assurance Surveillance Plan (QASP) reviews.
•        Maintain an adequately staffed, stable workforce; oversee recruiting, onboarding, and
security/CAC processing timelines for new personnel.
•      Own the master deliverables schedule (23 PWS deliverables), including
telework/remote-work schedules, OPSEC Plan, Property Management Plan, and
annual Service Contract Reporting (SCR).
•     Represent the team at the post-award conference and periodic progress reviews; ensure
work stays within contract scope.
•        Coordinate contractor travel requests (RFTA) and monitor team-wide completion of required
security/IA/OPSEC training.
Required Qualifications
•        Bachelor''s degree plus 7+ years of program/contract management experience, ideally on DoD,
Air Force, or National Guard IT, data, or analytics programs.
•       Demonstrated experience developing and executing Quality Control Plans on a performance-based (QASP) services contract.
•       Strong written/verbal communication skills for Government stakeholder engagement at
senior levels.
•       Ability to obtain and maintain an active SECRET clearance and CAC.
Preferred Qualifications
•       PMP or equivalent project/program management certification.
•       Prior NGB/ANG or Air Force acquisition experience.
•     Working familiarity with Palantir Foundry, Power BI, and Azure-based data environments.
