This is a contingent position based upon contract award
KBR is seeking an Expert-Level Contract Program Manager (CPM) to support a procurement providing Systems Engineering and Integration (SE&I) support to an IC/DoW government customer within the Washington DC Metropolitan area.
The CPM will be the interface with the government customer regarding contract activities and programmatic, and overall contract or program performance. To achieve this, the CPM shall maintain regular communication with the Contracting Officer's Representative (COR) and Government Program Manager (PM), keeping them informed of relevant contractor related information especially significant risks and issues and the associated resolution plans and status.
The CPM will be responsible for day-to-day contract activities to include formulating and enforcing work deliverables, assigning schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies objectives and goals of the organization to the contractor team. The CPM will also help establish both technical and business goals in consultation with top management and make detailed plans for the accomplishment of the established goals.
Primary Responsibilities:
  • Ensuring the timely execution of all financial, staffing and administrative contract actions.
  • Lead the team assisting the customer in the development, implementation, and adoption of the Digital Engineering (DE) environment, Model-Based Systems Engineering (MBSE) practices, and Digital Twin capabilities
  • Serve as the primary point of contact with the government customer and key figures and offices (including the Chief Engineer and Program Executive Offices (PEOs)) within the organization.
  • Provide contract management support to the Program(s) PMO to ensure the timely execution of all financial, staffing and administrative contract actions.
  • Provide program management support to include cost, schedule, risk and performance management of all staff and work activities.
  • Ensure contractor personnel are qualified to perform the assigned task and that potential personnel problems are pre-empted.
  • Ensure contract tasks are completed within the specified timelines.
  • Establish and implement processes and procedures enabling the rapid response to surge requirements for increased contract personnel.
  • Ensure programmatic alignment and adherence to the customer's visions and priorities.
  • Ensure the accuracy, quality, configuration management and timely delivery of all required deliverables to include the Monthly Financial Report, Monthly Staffing Report, Monthly Activity Report, Quarterly Program Management Review materials, and as required Trip Reports, Briefings, Evaluations, Technical Assignments, White Papers or other Government requested deliverables necessary for the successful execution and/or completion of work activities.
  • Plan and execute Quarterly Program Reviews to provide the Government customer(s) an comprehensive understanding of the health/status of all activities.
  • Coordination program management activities between various offices within the customer organization.
  • Perform day-to-day contractual and programmatic management of the TO.
  • Monitor performance metrics, SLAs, and KPIs and report progress to government customer leadership

Required Qualifications:
  • Master's degree in Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or equivalent Expert level experience as a Program Manager.
  • Expert-level experience (10 years or more) as a Program Manager in terms of managing program level cost, schedule, performance, and risk management for a development, engineering, or other Information Technology DoW or IC program.
  • Project Management Professional (PMP), DAWIA Level III certification in Program Management, or similar professional certification in program management or demonstrated experience applying Project Management tools and techniques.
  • Extensive experience working with NGA, and other IC/DOW mission partners.
  • Ability to engage with senior government stakeholders and lead cross-functional teams.
  • Expert experience as a Program Manager in terms of cost, schedule, performance, and risk management.
  • Demonstrated experience in engineering, Enterprise engineering, design and analysis of IT or related systems experience in all phases of design, development, analysis and documentation, and development of standards and guidelines for tasks being performed.
  • Expert-level working experience in government or industry in DoD/IC Acquisition Process or PPBES.
  • Active TS/SCI required
  • Experience with Digital Engineering (DE) and Model Based System Engineering (MBSE)

Desired Skills and Experience:
  • Knowledge of the geospatial intelligence mission and its contributions to the Intelligence Community.
  • Knowledge of the National System for Geospatial Intelligence.
  • Working knowledge of Model Based Systems Engineering (MBSE), processes, tools and languages.
  • Experience with the development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives.
  • Experience in tailoring and using both Agile and Waterfall development methodologies
  • Experience with the identification of technical issues and proactive communication of possible impacts.
  • Experience in performing validation and verification of various engineering results and deliverables to ensure the highest quality results against customer requirements.
  • Experience advising and assisting the government leadership team in achieving their mission objectives by leveraging the combine resources within the government team and their industrial base
  • Basic understanding of cloud technologies, DevSecOps, CI/CD pipelines, and AI/ML integration.

Basic Compensation:
$117,300 - $216,600
This range is for the Virginia area only
The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
