Job description

Position Summary

The Program Manager serves as the Contractor's designated Key Personnel and is responsible for the overall management, supervision, coordination, and successful execution of all requirements under the U.S. Coast Guard FORCECOM Logistics Support Services contract. The Program Manager serves as the primary point of contact between the Contractor and the Government and is responsible for ensuring all contract requirements are performed in accordance with the Performance Work Statement (PWS), quality standards, schedules, and performance objectives.

Key Responsibilities

  • Provide overall contract management and operational oversight for all task areas and performance locations.
  • Serve as the primary interface with the Contracting Officer (CO), COR, and Government stakeholders.
  • Ensure compliance with contract requirements, deliverables, reporting requirements, and performance standards.
  • Recruit, hire, train, supervise, and retain qualified personnel.
  • Develop and maintain project management plans, staffing plans, transition plans, and quality control plans.
  • Monitor performance metrics, risks, corrective actions, and contract execution.
  • Lead status meetings, performance reviews, and management briefings.
  • Oversee subcontractor performance and workforce management across multiple locations.

Minimum Qualifications

  • Bachelor's degree in Business Administration, Management, Logistics, Supply Chain Management, Public Administration, or related field.
  • Minimum eight (8) years of relevant experience.
  • Minimum three (3) years of management or supervisory experience.
  • PMP certification required if degree is not business-related.
  • Demonstrated experience managing geographically dispersed personnel and multi-site operations.

Preferred Qualifications

  • Experience managing DHS, Coast Guard, DoD, or other Federal logistics support contracts.
  • Experience supporting logistics, supply, warehouse, fleet, property accountability, facilities, or training operations.
  • PMP certification.
  • Experience implementing Quality Control Plans and managing teams of 10+ personnel.

Key Personnel Requirements

The Program Manager is designated as Key Personnel under this contract and must provide a signed Letter of Commitment. Any replacement must be approved by the Contracting Officer and possess qualifications equal to or greater than the originally proposed Program Manager.

Program Manager Location

Primary duty station at Government site Camp Lejeune, North Carolina with regular travel to Charleston, SC; Elizabeth City NC; and Petaluma CA as required to support contract execution and Government meetings.
