Job Overview:
Manage the day-to-day functions of employee relations, performance management, and policy and procedure compliance. Provide expert advice and counsel to managers on employee relations issues, legal and regulatory topics, policy and procedure interpretations, performance management, and corrective actions.
Essential Functions:

โ€ข Collect feedback on events, activities and programs to evaluate effectiveness and impact with a desire for continuous improvement;
โ€ข Develop exit and engagement interview surveys and processes; analyze and formally report on findings with potential recommendations;
โ€ข Conduct new hire touch point, focus group sessions, stay interviews, and exit interviews to better understand the engagement and connection of our employees to their jobs and the overall culture, values, and goals of the organization; report findings and any recommendations;
โ€ข Conduct onboarding for new hires to include new hire orientation;
โ€ข Partner with Training and Development Manager and Operations to develop and deliver an exceptional onboarding experience for all new hires;
โ€ข In conjunction with Organizational Development Manager and Training and Development Manager evaluate, develop and maintain talent onboarding programs as needed;
โ€ข Manage the Performance Management process, to include:
o Oversee Performance Management review process including communication, roundtables;
o Oversee annual review cycle by attending roundtable sessions and maintain organization wide ratings;
o Work closely with Manager of Organization Development on performance management of goal setting;
o Monitor the performance appraisal process; oversee launching and reviewing performance evaluations;
o Update and maintain the Performance Management modules in the HR system;
โ€ข Oversee Deltek software assuring all administrative work is assigned to a point person;
โ€ข Work with Training and Development Manager in creating organizational training plans and training efforts as needed;
โ€ข Interpret and communicate Human Resources policies and procedures to managers and employees; ensure that all departments and divisions consistently follow policies and procedures;
โ€ข Oversee and provide Human Resources Policy guidance and interpretation;
โ€ข Recognize potential employee relations issues in a proactive manner and either resolve the issues or move the concerns to Senior Leaders;
โ€ข Mediate difficult interactions escalating problems to the Director of Human Resources when warranted and conduct effective, thorough and objective investigations; present findings and make recommendations to the Director of Human Resources;
โ€ข Manage full range of employee relations issues such as discipline, employee investigations, and records and maintenance of all employee relations files;
โ€ข Oversee and handle performance improvement plans and terminations;
โ€ข Administer Performance Improvement Plans (PIP) to encourage successful redevelopment or improvement;
โ€ข Conduct investigations of employees for disciplinary matters, to include:
o Create/write investigation reports;
o Make discipline recommendations;
o Strive to act on and close all investigations within five (5) business days or less;
o Conduct disciplinary meetings;
โ€ข Serve as a consultant for management and employees through any employee relations issue;
โ€ข Make Employee Assistance Program (EAP) referrals when necessary;
โ€ข Implement tracking and metrics for employee relations issues;
โ€ข Provide supporting documentation and feedback for applicable Equal Employment Opportunity Commission (EEOC) complaints and Public Records Requests;
โ€ข Attend and manage communication on unemployment hearings;
โ€ข Identify turnover trends and negative trends and opportunities; make recommendations on ways to increase employee retention and engagement and connect to our culture and values;
โ€ข Maintain disciplinary, investigation and complaint files;
โ€ข Participate in implementing case management technology and serve as the primary case management system administrator;
โ€ข Oversee employee Total Rewards efforts;
โ€ข Deliver ad hoc and planned reports;
โ€ข Conduct research and analysis of human resources related issues as assigned;
โ€ข Develop effective working relationships with leaders at all levels in the organization and be viewed as a positive thought leader focused on customer excellence;
โ€ข Serve on various project teams or committees as assigned;
โ€ข Perform other functions, duties and conduct special projects and/or research as assigned.
Job Requirements
Minimum Qualifications Required:
โ€ข Bachelor's Degree in Human Resources, or directly related area;
โ€ข Minimum of five (5) years of experience in Human Resources, specifically in employee relations and employee engagement;
โ€ข Demonstrated experience advising management regarding employee relations and employment law issues;
โ€ข Experience conducting workplace investigations;
โ€ข Certified Human Resources Professional (CP/PHR or SCP/SPHR) or be enrolled with the ability to obtain certification within two years of hire.
Preferred Qualifications:
โ€ข Master's Degree in Human Resources, or directly related area;
โ€ข Experience using HRIS, experience using Deltek strongly preferred;
Technical Requirements:
โ€ข Proficiency working with a personal computer in Windows environment and utilizing word processing (MS Word, Excel, Power Point, and Outlook), Survey Gizmo, Applicant Tracking System, and Human Resource Information Systems;
โ€ข Ability to:
o Fully support the organization's strategic goals/initiatives by delivering exemplary services to both internal and external customers;
o Actively seek new ways to grow and be challenged using both formal and informal development channels;
o Foster a productive work environment which elicits the utmost from subordinate and promotes a process of continual improvement in both quality and productivity throughout the organization;
o Maintain current knowledge of HR related topics and trends including employee engagement, EEO, FMLA, Wage and Hour, ADAAA, and appropriate Federal, State, or Local Statutes;
o Maintain confidentiality and appropriately handle sensitive matters;
o Research and analyze workforce data, information, or issues and make appropriate recommendations;
o Exhibit willingness to share information with team members, educate and mentor team members, and actively support the success of the team and the division;
o Possess a strong capability in driving efficiencies in the use of technologies, processes and work flows;
o Effectively facilitate training;
o Model trustworthiness and highly ethical behavior and hold/protect confidential information;
o Demonstrate exceptional interpersonal and leadership skills;
o Ability to manage change and assess and shape the culture of the organization;
o Work in a fast-paced environment meeting commitments and deadlines.

The Orange County Clerk of Courts Safety and Security Sensitive Positions requires the employee to perform one or more of the following:

โ€ข Access our Case Management System "Odyssey" that contains PII (personally identifiable information);
โ€ข Access our "Munis System" that contains our banking accounts information, financial information, and PII (personally identifiable information);
โ€ข Access to Court Evidence that includes but is not limited to (controlled substances, criminal investigation documents, weapons, and other like items);
โ€ข Access to the juvenile facility;
โ€ข Handle cash and other forms of payment such as credit cards;
โ€ข Set up differed payments for customers;
โ€ข Be sworn to "Oath by the Clerk";
โ€ข Operate heavy equipment such as a forklift and scissor lift;
