REQUIREMENTS AND PREFERENCES The Broward County Board of County Commissioners is seeking qualified candidates for Human Rights Specialist position with the Human Services Department - Housing Options, Solutions, and Supports Division. The Human Services Department is seeking a Human Rights Specialist to support the fair, efficient, and professional administration of discrimination inquiries and complaints under the Broward County Human Rights Act. The Human Rights Specialist serves as a key point of contact for both complainants and respondents, assessing initial inquiries to determine jurisdiction, drafting formal complaints, and conducting thorough interviews with all involved parties.
Responsibilities include investigating cases, evaluating evidence, drafting detailed reports and determinations, and entering required information into the HUD portal. The position also facilitates conciliations when applicable and works independently to manage cases while providing regular updates to leadership. The role further supports the Human Rights Board and performs related duties as assigned.

Management may assign additional functions related to the type of work of the job as necessary. The Human Rights Section oversees the Human Rights Board and manages employment, fair housing, and public accommodation discrimination complaints.
Receive initial inquiries regarding fair housing and public accommodation complaints and assess whether they fall under the Broward County Human Rights Act. Draft employment, fair housing, and public accommodation discrimination complaints. Interview complainants, respondents, and witnesses to obtain relevant information and facts.
Investigate complaints through on-site visits, record reviews, policy and procedure evaluations, and compliance checks. Create, develop, and prepare detailed final investigative reports, recommendations, and determinations for review and approval by the Equal Opportunity Officer and Director or designee. Conciliate employment, fair housing, and public accommodation discrimination complaints, when applicable.
Enter all relevant case information into the HUD Enforcement Management System (HEMS) in a timely manner. Provide technical assistance to complainants, respondents, agencies, governmental entities, and the general public. Serve as a back-up coordinator for the Human Rights Board, including scheduling and attending meetings, managing email communications, preparing agendas and minutes, and coordinating final administrative hearings.
Assist in planning, preparing, and delivering operating procedures and compliance or educational training. Plan, coordinate, attend, and actively participate in Fair Housing Month activities. Attend required virtual and in-person trainings and continuing education classes.
Participate in outreach events to educate consumers, constituents, and community partners on HOSS-D services, and provide critical services during cold and hot weather events, in addition to countywide emergency responsibilities. Work independently under limited supervision, reporting major activities through case management or periodic meetings. Depending on assignment, may be required to work nights, weekends, or holidays.
Performs other duties as assigned. WORK ENVIRONMENT Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Unavoidable Hazards (Work Environment) Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Involves routine and frequent exposure to traffic, moving machinery.
