The ย Library of Congress (LOC) โ€“ FEDLINK is a program within the Library of Congress that manages contracts to provide library and information services to U.S. federal agencies. It acts as a contracting intermediary, allowing agencies to obtain library support services through the Library of Congress rather than running their own contracts.

Position Overview
The Contract Manager (CM) and Alternate Contract Manager (ACM) are designated Key Personnel responsible for the successful administration, oversight, and execution of all task orders issued under the FEDLINK Library Support Services contract in support of the Library of Congress.
The Contract Manager (CM) serves as the primary Government point of contact and is accountable for overall contract performance. The Alternate Contract Manager (ACM) serves as the fully qualified backup and ensures continuity of operations by assuming all CM duties during the CMโ€™s absence.

Key Responsibilities
Contract Manager (CM) โ€” Key Personnel
  • Serve as the primary liaison with the Library of Congress Contracting Officer (CO), Contracting Officerโ€™s Representative (COR), and FEDLINK Program staff
  • Provide overall contract administration and leadership for the IDIQ and all task orders
  • Ensure full compliance with:
  • Federal Acquisition Regulation (FAR)
  • Service Contract Act (SCA)
  • Contract terms and Library of Congress policies
  • Direct and oversee Task Order Managers (TOMs) and contractor staff across all performance areas
  • Manage staffing, onboarding, offboarding, and personnel suitability requirements
  • Monitor contract performance, schedules, deliverables, and quality assurance plans
  • Identify risks, resolve performance issues, and proactively communicate potential concerns to Government stakeholders
  • Approve internal reports, deliverables, and invoice submissions prior to Government review
  • Coordinate invoicing and payment processes through the Invoice Processing Platform (IPP)
  • Ensure uninterrupted performance of services across the contract lifecycle.

Alternate Contract Manager (ACM) โ€” Key Personnel
  • Serve as the designated alternate to the Contract Manager and assume full CM authority during the CMโ€™s absence
  • Support the CM in day-to-day contract administration and task order oversight
  • Assist in monitoring compliance with FAR, SCA, and contract requirements
  • Coordinate with Task Order Managers (TOMs) to track staffing, schedules, and deliverables
  • Support quality assurance activities, performance reporting, and issue resolution
  • Assist with contractor personnel onboarding, offboarding, and suitability processes
  • Participate in Government meetings, briefings, and status reviews as required
  • Maintain familiarity with all active task orders to ensure seamless transition of responsibilities when acting as CM

Required Qualifications
Contract Manager (CM)
  • Masterโ€™s Degree in Library Science / Information Science from an ALA-accredited institution
  • Minimum of five (5) years of experience in a management, supervisory, or contract management role within a library or information services environment
  • Demonstrated experience managing federal government contracts, preferably IDIQ contracts
  • Proven ability to lead multidisciplinary teams and manage multiple concurrent task orders
  • Excellent communication, leadership, and organizational skills
  • Ability to obtain and maintain Library of Congress contractor suitability clearance

Alternate Contract Manager (ACM)
  • Masterโ€™s Degree in Library Science / Information Science from an ALA-accredited institution
  • Minimum of three (3) years of experience in a supervisory, project management, or senior professional role within a library or information services environment
  • Experience supporting federal contracts or task orders
  • Strong organizational and communication skills
  • Ability to obtain and maintain Library of Congress contractor suitability clearance
