The Human Resources Manager plays a critical leadership role in cultivating a workplace culture centered around excellence, accountability, innovation, teamwork, and service.
Position Objective:
The Human Resources Manager provides leadership and oversight of all human resource functions for ART INC. This position is responsible for developing, implementing, and maintaining human capital strategies that support organizational growth while ensuring compliance with federal, state, grant, and organizational requirements.
The HR Manager oversees the complete employee lifecycle, including workforce planning, recruitment, onboarding, orientation, employee relations, performance management, benefits administration, policy development, compliance, training, staff development, HR systems management, and organizational culture. This role partners closely with executive leadership to build a high-performing workforce that supports ART INC's mission.
Responsibilities:
Talent Acquisition & Workforce Planning
  • Lead all recruitment efforts for full-time, part-time, seasonal, contractor, teaching artist, internship, and volunteer positions.
  • Collaborate with leadership to assess workforce needs and staffing plans.
  • Develop recruitment strategies that attract diverse, mission-driven professionals.
  • Create and maintain job descriptions.
  • Manage BambooHR applicant tracking system.
  • Coordinate interviews, hiring panels, reference checks, background screenings, and hiring recommendations

Ensure equitable and compliant hiring practices.
Employee Onboarding & Orientation
Lead all onboarding activities including:

Minimum Qualifications
Education
Bachelor's Degree in:

Equivalent experience may be considered.
Experience
  • Minimum five (5) years of progressively responsible Human Resources experience.
  • Supervisory or leadership experience preferred.
  • Experience in nonprofit organizations strongly preferred.
  • Experience supporting grant-funded programs preferred.
  • Experience with BambooHR or comparable HRIS.
  • Knowledge of employment law and HR best practices.

Work Environment
This position works in a combination of office, school, community, and event environments. Evening and occasional weekend work may be required to support recruitment events, employee trainings, community programming, or organizational initiatives. Regular travel throughout the Peoria area is expected.
Success Measures
Within the first year, the Human Resources Manager will:
