Location: McLean, VA (Remote - Must be local to the Washington, DC metro area)
Clearance Requirements: None Required
Position Status: 6-Month Contract with Potential for Extension or Conversion to Full-Time
Pay Rate: $65-$80/hour
Position Description:
Seneca Resources is seeking an experienced Federal Proposal Manager to support a leading professional services organization serving federal government clients. This is an excellent opportunity for a hands-on proposal professional who thrives in fast-paced, deadline-driven environments and has a proven track record managing complex federal proposals from capture through submission.
The ideal candidate is a strategic proposal leader with extensive experience leading federal RFP, RFQ, and SOW responses, coordinating cross-functional teams, developing winning proposal strategies, and ensuring high-quality, compliant deliverables.
Key Responsibilities:
• Lead and manage the full federal proposal lifecycle from kickoff through submission and post-submission activities.
• Analyze solicitation documents including RFPs, RFQs, RFIs, and Statements of Work (SOWs) to identify requirements, risks, and compliance needs.
• Facilitate proposal strategy sessions to develop win themes, discriminators, competitive positioning, and customer-focused messaging.
• Develop and maintain proposal schedules, outlines, compliance matrices, writing plans, and proposal management documentation.
• Coordinate cross-functional proposal teams, including subject matter experts, writers, reviewers, pricing teams, and graphic designers.
• Manage proposal content development and contribute directly to proposal writing, editing, and review activities as needed.
• Ensure proposal responses are compliant, compelling, customer-focused, and aligned with established proposal standards.
• Direct proposal production efforts and oversee final delivery of all submission materials.
• Coordinate cost proposal inputs and approvals with pricing and business stakeholders.
• Lead proposal reviews, lessons learned sessions, and win/loss debrief activities.
• Maintain proposal documentation repositories and support knowledge management initiatives.
• Mentor and onboard proposal team members on proposal development best practices and processes.
• Support multiple concurrent pursuits while maintaining exceptional quality and attention to detail.
• Work flexible hours, including evenings and weekends when required to meet critical proposal deadlines.
Required Skills/Education:
• 8+ years of proposal management, business development, capture, or federal contracting experience.
• 3+ years of direct experience managing federal government proposals.
• Demonstrated success leading large, complex federal proposal efforts in a professional services, consulting, technology, or government contracting environment.
• Strong knowledge of federal procurement processes, FAR-based solicitations, and proposal best practices.
• Exceptional proposal writing, editing, proofreading, and document management skills.
• Advanced proficiency with Microsoft Word, PowerPoint, Excel, and collaborative proposal development tools.
• Strong leadership, project management, and stakeholder engagement skills.
• Ability to manage competing priorities and multiple proposal efforts simultaneously.
• Excellent verbal and written communication skills.
• Strong analytical, organizational, problem-solving, and time management abilities.
• High attention to detail and commitment to delivering quality work under tight deadlines.
Preferred Qualifications:
• Experience supporting federal consulting, technology, digital transformation, cybersecurity, or professional services proposals.
• APMP certification or formal proposal management training.
• Experience working in highly matrixed organizations and distributed proposal teams.
