Job description

Position Summary:

The Proposal Manager leads and manages the full lifecycle of proposal development and contract renewals in response to public and private funding opportunities. This position works cross-functionally to prepare compelling, compliant, andtimelyresponses to RFPs, RFQs, and RFIs, includingthedevelopment of technical narratives and cost proposals. The roleis responsible forcoordinating proposal development frominitialreview through submission and works closely with program, finance, and leadership teams to ensure complete and competitive responses.

The role also involvesmonitoringrelevant funding trends, procurement opportunities, regulatory changes, and policy developments to support awareness of upcoming funding opportunities and proactive proposal planning.

Principal Duties and Responsibilities:

Proposal & Contract Management

  • Manage end-to-end proposal development, including RFP analysis, content planning, stakeholder coordination,technical narrative development, cost proposal development, andsubmission.
  • Lead development of proposal budgets and pricing models in Excel and facilitatereview with Finance prior to submission.
  • Ensure alignment between technical narratives, staffing models, service delivery design, and cost proposals.
  • Maintain a master calendar of proposal deadlines, contract renewal timelines, and reporting obligations.
  • Oversee the renewal process for existing service contracts, including tracking expirationdates, preparing renewal packages, and ensuring compliance with funderrequirements.
  • Maintain a centralized library of standard proposal content, organizational documents, and past performance material.

Funding & Opportunity Monitoring

  • Monitor and analyze federal, state, and local funding trends, Medicaid service updates, and regulatory changes affecting service delivery and fundinglandscapes.
  • Track and share information regardingpolicy-driven funding opportunities, pilot programs, and system transformation initiativesrelevant to the organization's services.
