Key Responsibilities

Proposal ProcessDevelopment&Proposal Management

  • Collaborate closely with executive leadership toestablishand execute the LeisnoiProposal Process.

  • End-to-End Proposal Management:Lead the complete proposal lifecycle from pre-RFP planning and strategy development through post-submission activities, ensuring absolute adherence to solicitation requirements.

  • Compliance & Strategy Alignment:Deconstruct complex RFPs, RFQs, and RFIs to develop rigorous compliance matrices, detailed proposal outlines, and responsive bid strategies. Ensure 100% compliance with FAR, DFARS, and agency-specific regulations.

  • Schedule & Resource Management:Develop,maintain, and enforce strict proposal schedules. Coordinate inputs from cross-functional teams, including Subject Matter Experts (SMEs), pricing analysts, partners, and executive leadership, to ensure milestones are met without exception.

  • Color Team Reviews:Facilitateand manage structured milestone reviews (Pink, Red, Gold, White Glove) adhering to Shipley-based methodologies. Synthesize feedback and implement recovery plans to elevate proposal maturity and competitiveness.

  • Data Call & Teaming Coordination:Manage partner data calls, teaming agreements, and subcontractor inputs, ensuring all external contributions align with Leisnoi Government Services' win strategy and compliance standards.

  • Consultants and Surge:Work with external consultant resources as needed and ensure their integration in the Proposal Management Process.

SupportingContent Production & Tactical Execution

  • Technical Writing & Synthesis:Translate highly technical and complex concepts provided by SMEs into clear, compelling, and persuasive proposal narratives that clearly articulate our value proposition and win themes.In addition,provideguidance andqualitycontrol for AI-generated technicalcontent. Work with Technical SMEs and contributors to support efficient and ethical use of AI tools to draft technical content.

  • Editing & "One Voice" Standardization:Perform rigorous copyediting and substantive editing to ensure consistency, clarity, and a seamless "one-voice" flow across multi-author documents.

  • Formatting & Desktop Publishing:Execute high-level document formatting, ensuring meticulous adherence to strict RFP font, margin, page count, and layout constraints.

  • Visual Communication:Collaborate closely with graphic designers (or independently conceptualize graphics) to develop impactful visual aids, flowcharts, and organizational charts that effectively complement the written narrative.

  • Content Library Management:Cultivate, update, andmaintaina centralized repository of reusable proposal content, boilerplate text, past performance citations, and corporate resumes.

Required Qualifications

  • Experience:A minimum of 5-7+ years of progressive experience directly managing and writing proposals in the federal government contracting (GovCon) sector.

  • Methodology Expertise:Deep, practical knowledge of the Shipley Associates Proposal Guide (or equivalent industry best-practicemethodology).

  • Regulatory Knowledge:Strong working comprehension of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the standard federal procurement lifecycle.

  • Education:Bachelor's degree in English, Communications, Business, Marketing, or a related field (equivalent professional experience may be substituted).

  • Demonstrated Success:A proventrack recordof managing complex, multi-volume federal bids (e.g., IDIQs, GWACs, task orders) resulting in competitive awards.

  • Exceptional Soft Skills:High emotional intelligence and leadership presence, with the ability to manage laterally and upwardly to keep executives and SMEs on schedule.
