SUMMARY
The Senior Proposal Specialist is an experienced contributor who leads complex proposal efforts with autonomy and elevates proposal quality through expertise, judgment, and disciplined execution. This role serves as a proposal subject matter expert-supporting high-stakes proposals, strengthening differentiated messaging and visual storytelling, and shaping how work gets done by improving tools, templates, and AI-enabled workflows that increase efficiency and proposal impact.
RESPONSIBILITIES
  • Lead complex or high-stakes proposal workstreams end-to-end, ensuring submissions are compliant, compelling, and differentiated.
  • Serve as a proposal best-practices resource and informal mentor to Specialists and Associate Specialists; coach on customer-focused messaging, process, and quality standards.
  • Partner with pursuit teams and leaders to translate strategy into clear win themes, value messaging, and proof points across proposal sections.
  • Drive quality uplift by improving clarity, structure, and visual storytelling; partner with design resources to enhance proposal look/feel and highlight Mortenson differentiation.
  • Leverage and help refine approved AI tools and analytics workflows to improve drafting efficiency, consistency, and QA/QC; identify repeatable improvements that reduce rework.
  • Contribute to the continuous improvement of the Proposal Hub / Playbook and shared libraries by capturing best-of content, proposing template upgrades, and strengthening standards.
  • All other duties as assigned.

QUALIFICATIONS
  • Bachelor's degree in Marketing, Communications, Business, or related field (or equivalent experience).
  • 6-8 years of progressively responsible proposal experience. AEC industry experience is strongly preferred.
  • Advanced proposal writing, editing, and strategic messaging skills.
  • Ability to lead complex work independently and solve ambiguous problems with sound judgment.
  • Strong facilitation and stakeholder collaboration skills.
  • Ability to coach peers and elevate standards through continuous improvement.
  • Strong understanding of proposal tools, content systems, and governance; ability to improve usability and adoption.
  • Ability to leverage approved AI tools and analytics to improve efficiency and quality.
  • Proficiency with Microsoft 365 and proposal production workflows.

The base pay range for this role is $79,000 - $118,600. (Actual range is higher for the following office locations: Denver, CO and Chicago, IL - 5%, Seattle, WA, and Portland, OR - 10%, Washington, D.C. - 12.5%).
Base pay is positioned within the range based on several factors including an individual's knowledge, skills, and experience, with consideration given to internal equity. This position is eligible for Mortenson's incentive plan.
