Business Solutions Analyst
Rancho Cordova, CA

Mandatory Qualifications:
A Minimum of five (5) years of experience applying analytical processes on IT projects.
A Minimum five (5) years' experience on government IT project(s).
A Minimum two (2) years' experience working with law enforcement, social services, and/or healthcare agencies.
A Minimum two (2) years' experience working on IT projects or business process re-engineering projects valued more than twenty (20) million dollars.
A Minimum one (1) year experience dealing with government control agencies.
Desirable Qualifications:
Demonstrated ability to provide support and analysis; and defining and documenting business requirements on a large complex State IT projects.
Experience mentoring State SME's and Analysts in the completion documentation for large scale State IT projects similar in size as complexity as the SOMS project.
Roles & Responsibilities:
The Business Solutions Analysts (BSA) will work under the direction of a project manager or user agency personnel.
In addition, the BSA should have proof of demonstrated abilities in the areas of General Duties/Tasks as listed below:
o Analyze and assess decision-making factors such as strategic alignment, cost/benefit and risk.
o Work closely with Project Manager to define a product approach to meet the specified user need.
o Define skill requirements and map internal, agency and external resources.
o Work with the agency to ensure they have the budget to cover the proposed approach and resource requirements.
o Analyze and map the risk and propose mitigation solutions.
o Recommend action against the analysis completed.
o Ensure enhanced processes and services are technically, operationally, and legally supported by analyzing and compiling business requirements and solidifying successful implementation, strengthening risk mitigation techniques and improved process efficiencies while meeting stringent regulatory requirements.
o Develop, coordinate, and implement methodology and scope for multiple complex projects.
o Perform requirements analysis, documentation and quality assurance for each task.
Education: This MSA classification requires the possession of a bachelor's degree from an accredited college or university. Additional qualifying experience may be substituted for the required education on a year-for-year basis, in addition to the mandatory years of experience.
