Job description

Job Summary
Aptive is seeking a Solutions Developer to support the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU) in the design, development, configuration, and implementation of internal business applications, workflow automation solutions, and technical tools within Government-managed platforms such as SharePoint and the Power Platform. This role builds, configures, tests, and deploys solutions that support IHSC operational and Health IT program requirements.
The Solutions Developer translates business and operational requirements into technical designs and hands-on configurations, developing integrations, workflows, forms, and automations within authorized platforms. All development, configuration, and implementation activities are conducted within authorized Government-managed platforms and environments under Government oversight, direction, and approval, with written authorization from the COR or designated Government technical representative required prior to deployment to production environments.
The ideal candidate is a hands-on developer experienced with low-code/no-code enterprise platforms who can deliver reliable, well-documented internal solutions. This role does not perform configuration, development, administration, or operational control within the core vendor-managed EHR or other vendor-managed production systems.
Primary Responsibilities
  • Design, develop, configure, and implement workflow automation solutions, business applications, and technical tools within Government-managed platforms (e.g., SharePoint, Power Platform).
  • Build, test, and deploy solutions in authorized Government environments, with Government review and written authorization from the COR or designated Government technical representative required prior to production deployment.
  • Translate business and operational requirements into technical solution designs, configurations, and implementation plans.
  • Develop, configure, and maintain integrations, workflows, forms, and automations within authorized platforms to support IHSC operational and Health IT program needs.
  • Perform troubleshooting, root cause analysis, and remediation of issues within implemented solutions.
  • Support testing, validation, and user acceptance activities for platform-based solutions.
  • Develop and maintain documentation and user guidance for implemented solutions, including configuration details and usage instructions.
  • Support process automation and workflow optimization initiatives through hands-on development and configuration.

Minimum Qualifications
  • Hands-on experience designing, developing, configuring, and deploying solutions within Microsoft SharePoint and the Power Platform (e.g., Power Apps, Power Automate) or comparable low-code/no-code enterprise platforms.
  • Ability to translate business and operational requirements into technical solution designs, configurations, and implementation plans.
  • Experience developing and maintaining integrations, workflows, forms, and automations within authorized platforms.
  • Experience performing troubleshooting, root cause analysis, and remediation within implemented solutions.
  • Ability to support testing, validation, and user acceptance activities and to produce clear solution documentation and user guidance.
  • Ability to work within Government oversight and approval processes, including obtaining written authorization prior to production deployment.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.

Desired Qualifications
  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience with Power BI, Dataverse, and integration/automation across Microsoft 365 environments.
  • Familiarity with data, integration, and security requirements for enterprise solution deployment.
  • Experience collaborating with business analysts, data engineers, and system owners on solution delivery.
  • Relevant Microsoft Power Platform or SharePoint certifications preferred.
