Job description

E-logic is seeking a highly seasoned, meticulously organized Business Solution Analyst (BSA) - Technical Execution to join our team in supporting an essential public safety mission for the California Department of General Services (DGS) / Office of Energy Infrastructure Safety (Energy Safety). This is a long-term, 24-month contract engagement located in West Sacramento, CA.

Responsibilities
  • Elicit, audit, map, and structurally optimize complex state level operational process workflows into modern, clear technical specifications.
  • Translate regulatory framework targets into agile epics, user stories, clear acceptance criteria, and technical architecture backlogs.
  • Conduct extensive data analysis and systemic logic audits to aid metrics tracking, compliance enforcement, and safety governance protocols.
  • Ensure all systems deployments, enterprise modifications, and software engineering paths tightly conform to California State Information Technology policies and departmental mandates.
  • Facilitate and drive specialized public sector sprint ceremonies, capacity mapping, and backlog hygiene metrics tailored to state oversight models.
  • Manage expectations transparently across diverse technical development cells and State agency executive cadres.
Requirements & qualifications
  • Minimum of ten (10) consecutive years of verifiable professional experience operating cleanly as a Business Solution Analyst.
  • Verifiable, direct project experience working within California State agencies or other prominent Government entities in California is strictly mandatory.
  • Must exhibit a totally continuous professional progression timeline with no career gaps across the required baseline experience framework.
  • Proven, practical mastery of running Agile methodologies specifically implemented within State of California departments is strictly mandatory.
  • Preferred but not required: Active certifications such as PMI-PBA, CBAP, CSM, CSPO, or SAFe utilized within public infrastructure settings.
