Brief Job Description:
Under the general supervision of the Regional Director for Administrative Services, administers and directs Business Services programs for a geographic area designated by HHSC. Employs appropriate organizational and management skills to conduct policies, procedures, and standards. Accountable for the quality of management employed in accomplishing work objectives. Performs moderately complex managerial work providing direction and guidance in strategic operations and planning. Plans, assigns, and supervises the work of others. Manages all aspects of Business Services, including facility acquisition, facility management and operations, warehouse operations, asset management, administrative contract management, the development of service level agreements and the management of the region's Safety and Incident Management Program. Develops and maintains good working relationships with internal leaders, community leaders, advisory groups, and elected officials including county judges and state legislators. Represents Regional Administrative Services (RAS) on committees and workgroups and at agency and community meetings.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Manages activities of staff in Business Services; develops and implements techniques for evaluating RAS activities; provides technical guidance in all aspects of the RAS program area to ensure efficient use of resources and quality of services. (35%)
Manages personnel functions; coordinates and implements recruiting, interviewing, hiring, leave approval and time records; develops and approves schedules, priorities, and standards for achieving goals; plans, assigns, and supervises the work of Business Services staff. (20%)
Leads the development and implementation of guidelines, procedures and regulations impacting the customer service delivery system in coordination with other RAS components and monitors compliance with agency policies and procedures. (20%)
Oversees the preparation of management and productivity reports, internal audits, special reviews, research studies, forecasts, and modeling exercises to improve services and to exchange, or verify information, answer inquiries, address issues, or resolve problems with customers. (10%)
Develops and maintains current and core knowledge of all HHS agencies in assigned area by reviewing agency literature, attending regional management meetings, and participating on agency workgroups. (10%)
Represents RAS at meetings, conferences, committees and on workgroups. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
Considerable knowledge of local, state, and federal laws and regulations relevant to business services, facility operations and contract management.
General knowledge of the programs of the Texas Health and Human Services agencies.
Knowledge of the principles of effective management, to include organizing, coordinating, planning, scheduling, and implementing initiatives.
Skill in:
Skill in both written and oral communications.
Skill in the use of standard agency computer hardware and software such as Microsoft Office Suite.
Ability to:
Ability to establish program goals and objectives.
Ability to manage multiple tasks requiring flexibility in work prioritization.

Registrations, Licensure Requirements or Certifications:
Valid Class C Texas Driver's License
Initial Screening Criteria:
High School diploma or GED is required. Skill in computer usage including Microsoft Office Suite. Experience to establish goals and objectives. Skill in gathering, analyzing, presenting statistical data, and producing statistical reports. Ability to communicate effectively in writing as demonstrated in the application. Experience performing supervisory or managerial work. Experience developing guidelines, procedures, and rules. Experience monitoring compliance with policies and procedures. Experience managing multiple projects.
Additional Information:
Ability to work outside normal business hours as required, which may include responding to facility related emergencies. May assist with emergencies/disaster situations throughout the state. Ability to travel which may include overnight stays. Please note that while the posted salary range for this position is $5,425.33 to $8,886.17, only former, and current Health and Human Services Commission employees will be offered a salary above $5,425.33. Current employees promoting into this position will be offered a salary that meets Human Resources salary guidelines for promoting employees. Former employees may be offered a salary above $5,425.33 if they have recent, comparable experience. Recent experience includes experience within one year prior to the application closing date.
