Job description

GovCIO is seeking a Senior Solutions Analyst with strong background in business analysis, solutioning, and architecture awareness to support the Health Benefits Management System (HBMS) project within the VA OIT Health Portfolio. This role is a fully remote, U.S.-based position, with core hours of operation Monday through Friday, 8:00 AM to 5:00 PM ET.
Responsibilities
This role requires deep collaboration with business partners, stakeholders and technical teams to develop strong business scenario understanding, creative problem solving for evolving business needs, and utilization of robust technologies to enable the veteran experience. The role will encompass defining clear, actionable requirements while ensuring alignment with system architecture, integrations, and enterprise standards. The ideal candidate will bridge business needs and technical design, enabling efficient delivery of eligibility and claims-related capabilities that improve the Veteran experience. Thought leadership and the ability to effectively influence and help guide our business partners is important to success. The environment is dynamic and client needs are evolving; flexibility and forward-thinking views are important for success.
  • Partner with team members to design and implement robust solutions to meet the complex needs of the VA
  • Deeply understand & define key business scenarios to meet emerging/evolving business needs with goals to simply end-user experience and advance automation
  • Champion evangelization and education efforts for our solutions to increase reach and impact for the veteran
  • Provide thought leadership for evolving the analytic capabilities/tools and modernizing our solution portfolio
  • Lead end-to-end requirements lifecycle (Discovery, Requirements, and Analysis)
  • Elicit and document business requirements through stakeholder interviews, workflow analysis, and facilitated sessions
  • Translate business needs into Epics, User Stories, and Acceptance Criteria in Jira
  • Define end-to-end workflows for eligibility determination, claims, and appeals processes
  • Collaborate with architects and developers to align requirements with system design and integration patterns
  • Support data mapping, interface design, and integration requirements (APIs, flat files, event-based processing)
  • Evolve the vision through defining and analyzing as-is and define to-be state architectures at a high level
  • Identify dependencies, risks, and functional gaps, and recommend solutions
  • Function as a Subject Matter Expert (SME) engaging and often leading solution design discussions, trade-off analysis, and feasibility assessments
  • Support UAT, validation, and defect triage
  • Develop artifacts including process diagrams, data flows, reports, and presentations
  • Partner with cross-product teams and VA stakeholders to ensure alignment and integration across systems

Qualifications
Required Skills and Experience
  • Master's in computer science, electronics engineering or other engineering or technical discipline is required and 10+ years of experience as a Business Analyst / Solution Analyst in enterprise environments. An additional 10 years experience will be considered in lieu of degree.
  • Strong experience with Agile/SAFe methodology and Jira
  • Proven ability to write clear, testable, and traceable requirements
  • Experience with system integrations and data-driven applications
  • Strong analytical thinking and problem-solving skills
  • Excellent communication skills with ability to translate complex concepts for business and technical audiences
  • Ability to work in a dynamic, evolving environment with minimal supervision
  • Understand end-to-end system architecture and data flows across VA systems
  • Contribute to high-level solution design and integration strategy
  • Perform trade-off analysis and recommend optimal approaches
  • Ensure requirements align with enterprise architecture and do not introduce rework
  • Support definition of future-state architecture and system interactions

Clearance Required: Ability to obtain and maintain a VA Suitability/Public Trust clearance
Preferred Skills and Experience
  • Working knowledge of:
    • APIs (REST), JSON/XML, flat files
    • Data mapping and transformation
    • Workflow/process modeling (BPMN/UML)
  • Experience with Pega platform or similar workflow tools
  • Familiarity with VA systems such as VistA, Caseflow, VA Profile, MPI, SDP etc..
  • Experience in eligibility, claims, or benefits processing domains
  • Prior experience supporting Department of Veterans Affairs (VA) programs
  • Understanding of DevSecOps processes and enterprise architecture frameworks
