Requirements

We are seeking an experienced Senior Recruiter to own the recruiting lifecycle for Commence's Public Sector Growth Team, with a dedicated focus on federal health IT talent across CMS, VA, and DHA. As the Senior Recruiter, you will build the pipelines of functional and technical personnel that keep Commence ready to staff active contracts and win new work. This position requires proactive sourcing instincts, deep familiarity with the federal contracting talent market, and the judgment to identify strong candidates well before a requisition ever opens.

  

Own full-cycle recruiting for Commence's Public Sector Growth Team from sourcing through contingent offer as the primary point of contact for recruiting efforts for new opportunities.

Proactively source passive candidates using direct outreach, Boolean and X-ray search, AI-powered searches, referrals, and an established personal network.

Build and maintain talent pipelines of functional and technical personnel with federal health IT experience, organized by capability area and agency so candidates are ready before requisitions open.

Grow a network of experienced professionals with specialized experience, and identify people whose experience is rooted in CMS, VA, DHA, and other health agencies even when no current opening exists.

Map talent against Commence's growth strategy and active pipeline, flagging candidates who align with where the company is heading, not just where it is today.

Screen and qualify candidates against contract and proposal requirements, including labor category fit, clearance status, certifications, and past performance relevance.

Monitor market trends, including competitor hiring patterns, compensation movement, clearance supply, and which skill sets are tightening or loosening across federal health.

Support proposal staffing by quickly identifying named or contingent candidates against solicitation requirements on proposal timelines.

Maintain accurate candidate records and pipeline reporting so the Growth Team has visibility into bench depth.


Minimum Qualifications

Minimum of 5 years of full-cycle recruiting experience, with a meaningful share spent sourcing applicants.

Direct experience recruiting within the federal contracting environment, ideally federal health IT, with familiarity recruiting CMS, VA, or DHA talent.

Demonstrated ability to build pipelines and networks ahead of demand, not just fill open requisitions.

Strong command of sourcing tools and techniques, including LinkedIn Recruiter, Boolean and X-ray search, and applicant tracking systems.

Working knowledge of federal labor categories, security clearances, and the qualification language that appears in solicitations and PWS documents.

Ability to read a requirement, translate it into a candidate profile, and screen accurately enough that hiring managers trust the shortlist.

Ability to work independently and own a function, with the judgment to prioritize across competing searches and proposal deadlines.


Preferred Qualifications

Experience recruiting clinical and technical personnel for health programs.

Familiarity with proposal and capture cycles.

AIRS, LinkedIn Recruiter, or similar sourcing certifications.
