ROLE SUMMARY
The Recruiter is responsible for developing and executing proactive recruiting strategies to attract, engage, and hire qualified candidates across all CONFIRE operations. This position serves as the primary recruiting resource for the operation and is expected to build talent pipelines, identify passive candidates, leverage professional networks, and develop creative sourcing strategies to meet workforce demands. The Recruiter operates with a sales and relationship-building mindset, actively marketing employment opportunities, promoting the CONFIRE employment brand, and partnering with operational leaders to ensure staffing objectives are achieved. Success in this role is measured by quality hires, vacancy reduction, candidate pipeline development, time-to-fill metrics, and overall recruiting effectiveness.
This is an Exempt/Salaried position.
KEY RESPONSIBILITIES
Essential Functions / Primary Responsibilities
Recruiting & Talent Acquisition
  • Manage full-cycle recruiting for field, operational, administrative, and leadership positions.
  • Develop and maintain active candidate pipelines for high-volume and hard-to-fill positions.
  • Source candidates through direct outreach, networking, social media platforms, industry associations, job boards, employee referrals, and community partnerships.
  • Identify and engage passive candidates through targeted recruiting efforts.
  • Conduct candidate screening, interviews, and selection assessments.
  • Coordinate interview processes between candidates and hiring managers.
  • Facilitate offer discussions and support successful candidate onboarding.

Strategic Sourcing & Relationship Development
  • Build relationships with EMS professionals, educational institutions, workforce development organizations, military transition programs, and community partners.
  • Represent CONFIRE at career fairs, industry conferences, recruiting events, and networking functions.
  • Develop recruiting campaigns and sourcing strategies designed to increase applicant flow and improve candidate quality.
  • Maintain ongoing communication with prospective candidates to develop future talent pipelines.
  • Promote CONFIRE's employment brand through professional networking and community engagement activities.

Workforce Planning
  • Partner with operational leadership to understand staffing needs, vacancy trends, and workforce challenges.
  • Assist with forecasting hiring needs and developing proactive recruitment plans.
  • Monitor recruiting metrics and provide regular reporting on staffing activity, pipeline health, and hiring outcomes.
  • Recommend innovative recruiting solutions to improve hiring effectiveness.

Candidate Experience
  • Ensure a professional and positive candidate experience throughout the recruitment process.
  • Maintain consistent communication with applicants regarding hiring status and next steps.
  • Support onboarding coordination and successful transition of new hires into the organization.

QUALIFICATIONS
Required
  • Bachelor's degree in Human Resources, Business Administration, Marketing, Communications, or related field; equivalent experience may be substituted.
  • Minimum three (3) years of recruiting, staffing, talent acquisition, sales, marketing, or workforce development experience.
  • Experience sourcing candidates through multiple recruiting channels.
  • Strong relationship-building and networking skills.
  • Excellent verbal and written communication skills.
  • Ability to work independently and manage multiple priorities.

Preferred
  • Healthcare, EMS, public safety, transportation, or staffing industry recruiting experience.
  • Experience recruiting passive candidates.
  • Experience using LinkedIn Recruiter, social recruiting platforms, and candidate sourcing tools.
  • Bilingual English/Spanish.
  • Experience supporting high-volume recruiting environments.

PHYSICAL REQUIREMENTS
