Job Description
Envisioneering, Inc. is seeking a Mid-Level Engineer to support the Office of Naval Research (ONR) and its ongoing Science and Technology portfolio. The individual should have experience in technology development, technology evaluation, systems engineering and integration, and system optimization to address emergent Naval priorities as well as technical and operational expertise to assist ONR Program Officers in developing, managing, and executing portfolios that address priority Command, Control, Computing, Communications, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) Science and Technology (S&T) requirements.
SUMMARY DUTIES/RESPONSIBILITIES:
  • Assist ONR Program Officer in developing technology development programs and roadmaps to address capability gaps and "plan, foster, and encourage scientific research in recognition of its paramount importance as related to the maintenance of future naval power, and the preservation of national security."
  • Monitor and evaluate S&T efforts being funded in academia, government laboratories/warfare centers, and industry.
  • Develop papers and presentations for a wide range of audiences from deckplate sailors to Congressional staff and Senior Executives that describe the S&T portfolio and specific projects within the portfolio.
  • Present briefings in support of ONR Program Officers as needed.
  • Work with ONR contracts to develop Statements of Work and requirements for potential S&T performers.
  • Staff documents and briefings with appropriate Resource Sponsors and Acquisition Offices to gain program support and signatures as needed.

Job Requirements
MINIMUM SKILLS/QUALIFICATIONS:
  • Current TOP SECRET Clearance and eligibility for access to Sensitive Compartmented Intelligence (SCI) or the ability to obtain a TOP SECRET Clearance and eligibility for access to SCI.
  • Recent experience in development and execution of complex technical tasks, applying analytical problem-solving methodologies, interfacing with Government and prime contractor personnel, and effectively allocating resources;
  • Recent experience in coordinating S&T development efforts with program schedules, performing technology assessments, and/or maintaining technology deployment agreements;
  • Demonstrated experience in software engineering, including familiarity with Continuous Integration and Continuous Delivery (CI/CD), microservices, application layers, and data layers.
  • Demonstrated subject matter expertise in the identification and analysis of critical Navy capabilities, coordinating interactions and facilitating opportunities for collaboration with intelligence agencies, military Research and Development (R&D) organizations, program offices, and resource sponsors to contribute to the development of well-coordinated US Navy capabilities;
  • Recent experience providing management and program support to mid-level executives;
  • Recent experience in quickly and effectively managing and executing corporate day-to-day tasks;
  • Recent experience in S&T program, project, or portfolio management as a scientist, researcher, program/project manager or analyst;
  • Current knowledge of the United States Navy and Marine Corps S&T process; and
  • Current knowledge and recent experience with DOD S&T policy, priorities, and programs.

ADDITIONAL DESIRED SKILLS/QUALIFICATIONS:
  • Experience with the transition of Naval R&D to the operational military.
  • Experience developing, coordinating, and supporting Navy S&T programs.
  • Prior Active-Duty Military experience.

EDUCATION: Doctor of Philosophy (PhD) from an accredited college or university in mathematics, engineering, physics, or related sciences plus 5 years of relevant work experience, or a Master's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 10 years of relevant work experience, or a Bachelor's degree from an accredited college or university in mathematics, engineering, physics, or related sciences plus 15 years of relevant work experience.
APPROXIMATE SALARY RANGE: $150,000.00 - $175,000.00
