Description of Job About the Work Unit The Office of Domestic Violence and Sex Offender Management (ODVSOM) exists to perform all tasks related to the administration of the Sex Offender Management Board (SOMB) and the Domestic Violence Offender Management Board (DVOMB), including serving as the central repository for information concerning all aspects of program administration and compliance, and ensuring compliance with the statutory mandates of these programs. Each of the Boards is charged with multiple duties related to the comprehensive evaluation, treatment and continued monitoring of convicted domestic violence and sex offenders.
The SOMB also has significant duties related to community based technical assistance in the area of notification about the presence of sexually violent predators, the management of sex offenders on lifetime supervision sentences, standards regarding interventions with developmentally disabled sex offenders, and development and implementation of standards for juveniles who commit sexual offenses. Work is accomplished through the development of public policy in a collaborative environment that is inclusive of criminal justice agencies, treatment professionals, crime victim serving agencies, human services agencies, and other allied professions. The work is based upon research and promising practices that are evolving in nature.

with some flexibility available About the Job This position serves as the DVOMB and SOMB Data Collection Analyst per statutory requirements. The DVOMB and SOMB have developed data collection plans and this position helps refine and implement these plans. Job duties will include the identification of data collection requirements in conjunction with the DVOMB, SOMB, ODVSOM, and implementation of the data collection plans.
This role will include training of providers, providing technical assistance, ensuring the integrity of the data, and doing data analysis. Following completion of the initial phase of data collection, this position will work collaboratively on the development of a Phase II data collection process that may include tracking clients over time and across providers. Finally, this position will coordinate duties with the existing ODVSOM Statistical Analyst.
Key Responsibilities Statistical Analysis of Data Position will develop and apply current, accepted and proven research designs. Position coordinates statewide data collection and has primary responsibility for statistical analysis of all data collected regarding the evaluation, treatment, and polygraph assessment of adults and juveniles who have committed a sexual offense from approved providers. This includes, but is not limited to, coordination and collaboration with the Division's Office of Research and Statistics (ORS) through such mechanisms as attending regular ORS staff meetings, ORS review of research design and analysis, regularly scheduled meetings with the research director, and shared research projects with ORS; working with approved providers who will be submitting data; working with an IRB as appropriate; and the creation of an assessment tool and collecting the data, managing the data, analyzing the data, and interpreting the results.
Literature Review Position conducts ongoing literature and research reviews to maintain an expert level of understanding of the developments in the sex offender and domestic violence offender management fields, and upon request from SOMB and DVOMB committees. Position periodically provides this information to the SOMB and DVOMB, and ODVSOM staff. Prepare Written Reports Position annually prepares written documents, including the Lifetime Supervision and Annual Legislative Reports, which will be submitted by the Department to the Judiciary Committees of the House and the Senate and to the Joint Budget Committee of the General Assembly.
Training and Technical Assistance Work with approved evaluators, treatment providers, and polygraph examiners to provide training, support and technical assistance regarding the ODVSOM data collection. This will require a significant amount of initial training statewide to the more than 400 approved providers, and then be available to provide ongoing support and assistance on data collection requirements. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Note, to be considered for this position, you must meet one of the following options for consideration.
Proven Experience, Knowledge, Skills Six (6) years of relevant experience in statistical analysis that includes the use of a software platform used for editing, managing, and performing complex statistical analyses on data (R, SPSS, SAS, MS Access and MS Excel). OR Education and Experience, Knowledge, Skills A Bachelor's degree or higher from an accredited college or university in applied statistics, statistical analysis, mathematics, economics, research design and methodology, public health, psychology, sociology, criminal justice or in a field that includes at least 6 credit hours of statistical coursework, AND Two (2) years of relevant experience in statistical analysis that included the use of a software platform used for editing, managing, and performing complex statistical analyses on data (R, SPSS, SAS, MS Access and MS Excel). If substituting education for experience, transcripts must be attached at the time of application.
Preferred Qualifications and Competencies Experience querying, cleaning, and merging data from complex, multi-purpose databases and combining them with internal records or case management systems. Experience troubleshooting system-level default data constraints is highly preferred. Advanced applied knowledge of statistical methodology, including writing syntax and keeping audit logs in software such as R, SPSS, or SAS.
Proven track record of turning routine descriptive data into live, automated dashboards in Tableau or Google Looker Studio for non-technical executive audiences. Strong research design competency, including direct experience with mixed-methods studies. This includes the ability to design and execute quantitative recidivism studies alongside the backend coordination, structural design, and objective facilitation of qualitative focus groups or semi-structured interviews designed to minimize data bias.
Ability to bring a nuanced understanding of cultural and community context to research design, analysis, and reporting. Experience formatting extensive text-heavy documents, statistical tables, and high-level slide decks for digital accessibility compliance. Experience utilizing specific accessibility checking tools to fix document errors efficiently is highly desirable.
