Job description

Job Summary:
The Senior Manager, DSNP Bid Strategy & Development is responsible for DSNP bid strategy and execution, ensuring compliant, accurate, and competitive submissions across states and plan years. Translates CMS guidance and cross-functional input into executable bid decisions while managing risk, governance, and timelines.
Essential Functions:
  • Leads DSNP bid development strategy, execution, and submission activities across all applicable states and plan years.
  • Interprets CMS guidance, Final Rules, and HPMS memos to inform DSNP bid design and compliance requirements.
  • Partners with Actuarial, Finance, Compliance, Product, and Operations to ensure bid accuracy, alignment, and feasibility.
  • Oversees benefit design decisions, supplemental benefit strategy, and competitive positioning for DSNP products.
  • Manages CMS Model Materials Timeline.
  • Provides leadership on mid-year benefit changes, plan corrections, and CMS resubmissions as needed.
  • Conducts bid reviews and risk assessments to identify financial, operational, and regulatory exposure.
  • Maintains bid documentation, assumptions, and audit-ready artifacts for internal and external review.
  • Supports executive-level decision-making by summarizing bid tradeoffs, risks, and opportunities.
  • Coaches and develops bid team members, promoting consistency, quality, and regulatory excellence.
  • Perform any other job related duties as requested.

Education and Experience:
  • Bachelor's degree in project management, Business, Computer Science or related field required
  • Master's degree in related field preferred
  • Equivalent years of relevant work experience may be accepted in lieu of required education
  • Seven (7) years DSNP Product Experience required
  • Five (5) years DSNP Bid Support/Experience required
  • Five (5) years Leading DSNP Initiatives required
Competencies, Knowledge and Skills:
  • Excellent proficiency with Microsoft Office tools, including Project, Word, PowerPoint, Excel, Visio, Teams, Outlook, etc.
  • Experience working in project management software is required
  • Demonstrates excellent analysis and reporting skills
  • Excellent decision making/problem solving skills
  • Exceptional interpersonal and relationship building skills
  • Excellent critical listening and thinking skills
  • Proven ability to effectively interact with all levels of the organization of management within and externally to the organization
  • Excellent written and verbal communication skills
  • Customer service oriented
  • Ability to shape the approach to needed results and gain consensus of the approach
  • Ability to proactively, effectively and efficiently lead a project team of 20+ core members and multiple vendors
  • Experience managing a project of up to $10M+ in budget
  • Proven ability to prioritize work and team assignments to deliver projects on time, on budget, and meeting stakeholders expectations
  • Demonstrates a sense of urgency
  • Deep understanding of project management processes, techniques and tools, and development lifecycle (ideally Agile)
  • Strong experience in the healthcare payer industry and knowledge of Medicaid and Medicare

Compensation Range:
$113,000.00 - $197,700.00

In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
