Position Summary:
The IT Development Manager is responsible for leading the design, development, and delivery of secure, scalable technology solutions that support Walker-Miller Energy Services' mission to advance clean energy, energy efficiency, and equitable customer and community outcomes.
This role provides technical oversight and people leadership across Salesforce CRM platforms, customer-facing portals, integrations, and modern web applications. The IT Development Manager partners closely with business leaders, program teams, external clients, and technology partners to deliver reliable solutions that improve operations, strengthen data-driven decision-making, and support high-quality service delivery.
The role combines application delivery, team leadership, architecture alignment, and governance accountability to ensure solutions meet business needs, comply with security and regulatory expectations, and remain audit-ready under frameworks such as ISO 27001 and SOC 2.

Application Development and Delivery
  • Lead end-to-end delivery of enterprise applications that support Walker-Miller's energy efficiency programs, customer operations, internal business processes, and client-facing technology needs.
  • Partner with program, operations, data, and client teams to translate business requirements into practical, reliable, and user-centered technical solutions.
  • Ensure development work follows Agile, DevOps, CI/CD, documentation, testing, and release management practices.
  • Deliver solutions on time, within scope, and aligned with quality, accessibility, security, and business value expectations.

Salesforce CRM & Web Development Oversight
  • Design and maintain integrations between Salesforce and enterprise systems.
  • Oversee Salesforce platforms that may include Sales Cloud, Service Cloud, Experience Cloud, Field Service capabilities, and related CRM solutions.
  • Guide best practices for Apex, Lightning Web Components, APIs, declarative configuration, data models, integrations, and environment management.
  • Manage customer-facing and internal web applications with attention to security, usability, accessibility, performance, and maintainability.
  • Govern integrations across Salesforce, data platforms, reporting tools, vendor systems, and other enterprise applications used to support Walker-Miller programs.

Architecture Alignment & Governance
  • Ensure technology solutions align with Walker-Miller's enterprise architecture standards, data governance expectations, and long-term platform strategy.
  • Participate in solution design reviews, change advisory processes, and governance forums to promote consistency, scalability, and operational readiness.
  • Promote reuse through APIs, shared services, configurable patterns, and standardized delivery practices.
  • Proactively manage technical debt, integration complexity, platform limits, performance risks, and maintainability concerns.

Security, Risk & Compliance
  • Enforce secure software development lifecycle practices, including access control, code review, environment management, vulnerability awareness, and release approvals.
  • Ensure development activities support Walker-Miller's compliance obligations, internal controls, client requirements, and audit readiness under ISO 27001, SOC 2, and related security frameworks.
  • Support evidence collection, control validation, remediation planning, and documentation needed for audits and client assurance activities.
  • Partner with Information Security, Infrastructure, Data, and business stakeholders to identify and reduce technology risk.

Operational Support & Continuous Improvement
  • Oversee application support activities, including incident response, root-cause analysis, problem management, release coordination, and change management.
  • Monitor service levels, delivery metrics, system health, user adoption, and performance indicators to support reliable operations.
  • Drive automation, process improvement, documentation, and platform optimization to reduce manual effort and improve service delivery.
  • Identify opportunities to improve customer experience, program reporting, operational efficiency, and technology resilience.

Stakeholder Communication & Reporting
  • Provide clear delivery, risk, dependency, and decision updates to IT leadership, business stakeholders, and project sponsors.
  • Collaborate across IT, program operations, data and analytics, client services, compliance, vendors, and external implementation partners.
  • Translate technical topics into plain language so business teams can understand options, tradeoffs, impacts, and recommended actions.
  • Support vendor evaluation, solution planning, roadmap development, and technology investment decisions.

Minimum Qualifications:
  • Bachelor's degree in Computer Science, Information Technology, Software Engineering, or related field, or equivalent experience.
  • 7+ years of progressive software development, application delivery, or platform leadership experience.
  • Hands-on experience with Salesforce CRM platforms and enterprise application delivery.
  • Experience leading technical teams, managing priorities, and coordinating work across business and technology stakeholders.
  • Knowledge of web development, integrations, APIs, data flows, cloud platforms, and secure development practices.
  • Familiarity with ISO 27001, SOC 2, internal controls, audit readiness, or client-facing compliance requirements.
  • Strong communication skills with the ability to explain technical topics clearly to non-technical audiences.

Preferred Qualifications:
  • Salesforce certifications such as Administrator, Platform App Builder, Platform Developer, Sales Cloud Consultant, Service Cloud Consultant, or Experience Cloud Consultant.
  • Experience with Salesforce Experience Cloud, Field Service, Energy & Utilities Cloud, or customer/program portals.
  • Familiarity with integration platforms such as MuleSoft, Boomi, SnapLogic, or similar tools.
  • Experience supporting utility, energy efficiency, field operations, customer engagement, grant-funded, or regulated program environments.
  • Experience working with external clients, implementation partners, vendors, or public-sector/community-focused programs.
