Job Duties
The Virginia Department of Motor Vehicles is hiring for an IT Development Manager for a position within its IT Services Department in Richmond, VA.
This position is open to current COV state employees only.
The IT Development Manager for the Oracle Financials team is a leadership role responsible for directing IT professionals in the development, maintenance, enhancement, integration, and production support of Oracle Financials and related enterprise financial applications. The position oversees the full software development lifecycle, including intake of business requests, definition of business objectives, requirements analysis, solution design, data modeling, configuration, coding, interface development, testing, deployment, operational support, and post-implementation review. The position ensures financial systems are reliable, secure, auditable, scalable, and aligned with DMV business needs, Commonwealth requirements, internal controls, and strategic technology direction.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
โ€ข Extensive experience leading Oracle Financials application development, integration architecture, and support for complex enterprise environments.
โ€ข Advanced knowledge of Oracle E-Business Suite and/or Oracle Cloud Financials modules including General Ledger, Accounts Payable, Accounts Receivable, Inventory, Cash Management and Purchasing.
โ€ข Extensive experience with Oracle development and support tools such as SQL, PL/SQL, Oracle database concepts, APIs, webservices, interfaces, reporting tools, job scheduling, data conversion, and application configuration/customization.
โ€ข Strong understanding of database performance tuning, query optimization, batch processing, and large-scale transaction processing environments.
โ€ข Ability to manage the full systems development lifecycle using Agile, hybrid, and traditional project approaches, including estimation, requirements, design, build, test, deployment, support, and post-implementation review for an Oracle Financials development team.
โ€ข Experience managing production support, incident resolution, root cause analysis, and disaster recovery planning for mission-critical financial applications.
โ€ข Knowledge of cybersecurity, role-based security administration, audit compliance, and segregation of duties related to financial systems.
โ€ข Ability to develop long-term application modernization strategies, technical roadmaps, and cloud migration planning for enterprise financial platforms.
โ€ข Experience supervising technical staff including developers, analysts, and contractors while establishing development standards and performance expectations.
โ€ข Strong understanding of reporting and analytics technologies including Oracle BI Publisher, OTBI, FRS, and enterprise reporting frameworks.
โ€ข Experience coordinating with infrastructure, database administration, cybersecurity, and enterprise architecture teams to ensure system reliability, scalability, and compliance.
โ€ข Ability to manage vendor relationships, software upgrades, patch management, and implementation of new Oracle Financials functionality across multiple business areas.
โ€ข Knowledge of mainframe, distributed, web, database, reporting, integration, and cloud technologies sufficient to coordinate cross-platform financial systems support and modernization.
โ€ข Competent in complex problem-solving, systems evaluation, and feasibility analysis.
