Job description

CGS is looking for a Plans Writer for our Scenario Design Team responsible for developing doctrinally correct Higher Headquarters Operations Plans and Orders (OPLAN/OPORD) and related planning products, which drive exercise design and execution for training units.

The Plans Writer will ensure products meet military guidance, coordinate with MCTP military personnel and other stakeholders, and deliver complete tactical Corps or Land Component Command orders (including all ANNEXES, FRAGORDs, TPFDDs and country studies as required by exercise echelon and scenario).

Responsibilities:

  • Participate as part of a multi‑disciplinary team of planners to develop and maintain complete, doctrinally compliant OPLAN/OPORD packages and associated annexes.
  • Produce FRAGORDs and annex updates rapidly and accurately in response to exercise or scenario changes, at the discretion of military oversight.
  • Develop orders based on Decisive Action Training Environment (DATE), real‑world events, or other military‑directed scenarios.
  • Format orders and annexes in accordance with US Army, US Joint, or NATO doctrine as directed (ensuring compliance with the appropriate doctrinal publications).
  • Prepare Time‑Phased Force and Deployment Data (TPFDD) or other deployment/force flow products when required by the exercise.
  • Conduct or commission country studies, area/terrain analysis and other products necessary to support planning and exercise realism.
  • Coordinate closely with MCTP military personnel, exercise designers, control staff and customer representatives to ensure integration of plans into exercise design and execution.
  • Maintain version control and document management for all OPLAN/OPORD materials; ensure timely delivery of CDRL A‑12 and other contractual deliverables.
  • Conduct quality control reviews, red‑team/plausibility checks, and ensure legal, ROE and interagency considerations are addressed or flagged.
  • Provide briefings, walkthroughs and lessons learned to senior military leadership, exercise control and training audiences.
  • Manage timelines, allocate team resources, and prioritize work to meet exercise design and execution schedules.

Required education and experience:

  • Proficient in Army Command and Staff Operations including all current Army and Joint regulations as well as applicable publications to this position prior to employment.
  • Experience conducting the Military Decision-Making Process (MDMP)
  • Proficient in the use of Microsoft Office Word and PowerPoint software.
  • BS/BA degree.
  • A DOD Secret or higher security clearance is required.

Preferred education and experience:

  • Military Education Level (MEL) 4 CGSC or Warrant Officer or SGM's equivalent.
  • Successfully served in a key developmental position at brigade/battalion level (i.e, Executive Officer, S-3, Operations Sergeant Major, etc.) fulfilling responsibilities as a Command & Control warfighting function expert.
  • Former field grade officer. Can be a senior Warrant Officer, (W-4/5) or Sergeant Major (E9).
  • School of Advanced Military Studies (SAMS) graduate.
  • Served as a planner on a division of higher staff.
  • Served as a warfighting function trainer at the Intermediate Level Education (ILE), similar school, or program such as an Army Combat Training Center (CTC), Mission Command Training Program (MCTP), or Mission Command Training Support Program (MCTSP).
  • DOD Top Secret clearance.

Working Conditions: inside Government training facilities at various locations.

Required Travel: Employees will travel to temporary work locations during exercises.
