Job description

Position Summary
To provide project supervision as well as regulatory and technical expertise for jurisdictional cost of service studies, revenue requirement determinations, fuel clause administration, and related projects for the Company's electric, gas and thermal energy businesses for various state and Federal regulatory jurisdictions and agencies. Prepare and file expert testimony and stand cross-examination on contested issues before regulatory agencies.
Essential Responsibilities

  • Work with Xcel's business units and regulatory management to develop regulatory strategies and work plans that will meet cost recovery objectives to ensure electric, gas and thermal energy rates that are competitive, profitable, and within regulatory guidelines. This includes the analysis of other companies as well as alternative regulatory approaches

  • Develop strategies, draft testimony and/or exhibits to support assigned regulatory applications. Appear as an expert witness on behalf of the company. Analyze intervener testimony to formulate responsive testimony and assist with cross-examination strategies.

  • Develop plans to ensure effective revenue analysis strategies are made in a restructured environment. Develop proposals to achieve Xcel's objectives in jurisdictions implementing retail choice.

  • Coordinate interveners and Commission staff data request responses and auditing functions on technical issues during general rate filings and other filed petitions, and assist in support required during the hearing process. Also, provide information to Commission/Department when cases are not pending as a Company spokesperson on technical issues.

  • Work directly with Information Services to assist in the development, enhancement and maintenance of the area's various information systems to meet the regulatory information needs of the Company and improve the information process.

  • Provide technical assistance to department employees to increase their knowledge and efficiency in the areas of rate regulation and revenue requirements, information management, processing and reporting.

  • Other duties as assigned.


Minimum Requirements
- College degree in Business, Accounting, Economics or related field, or equivalent work experience.

- Demonstrated knowledge of Company accounting, budgeting and financial forecasting procedures and systems.

- Ability to appear as an expert witness.

- Demonstrated detailed knowledge of the Company's cost of service and revenue requirement procedures.

- Minimum of five years of analyst experience.

- Must be proficient at database and personal computer analytical and reporting tools.

- Frequent overnight travel required; extensive overtime.

Preferred Requirements:

- Previous utility rate analyst experience.
