ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO's posture, military structures, forces, capabilities and doctrines.

The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to NDPP, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO's political and military leadership. Principal outputs include, but are not limited to: long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments.

The Strategic Foresight Branch conducts strategic foresight and operational framing to identify trends and associated defence, security and military implications that support the Allies gaining shared understanding of the future security environment. The Branch provides analysis of trends, including corresponding interactions/convergence that may cause instability situations, as well as resulting challenges and opportunities.

The SF Branch is comprised of two sections: the Strategic Trend Analysis Section and the Strategic Military Implications Section, along the lines of the two main deliverables, the SFA and FFAO.

Within the CAFS Section of the Strategic Foresight Branch, the incumbent's main responsibility is to provide cultural expertise to support in the productions of studies and to inform the community of interest.

Principal Duties:

  • Provide the required analysis on all tasks assigned to the capacity, ensuring the continuity of the cross function support within ACT. As such, maintain a strong awareness of China domain through research and develop reports, briefings, papers, or other deliverables that contribute to a better understanding of China, using mainly Chinese sources.
  • Provide cultural awareness to all ongoing China analysis and inform the China community as required on this domain.
  • Assist in developing and maintaining a China and Asia-Pacific community of interest for ACT within NATO and with broader relevant parties, including IOs, NGOs, think tanks, academia and industry regarding existing and emerging strategic issues. Focus mainly on the non-English speaking part of the community.
  • Support the workshops organized by CAFS to develop and then update the shared baseline analysis

Essential Qualifications / Experience:

  • University Degree  in relevant modern languages, any subject if education accomplished in both of the mandatory languages or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Experience living, working or studying in China.
  • Produced published studies demonstrating knowledge of Chinese political / geopolitical, human, economical, technological and environmental issues.
  • Strong English-language writing, communication and interview skills, and strong attention to detail.
  • Knowledge of open-source information sources and excellent internet research skills.

 Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Demonstrated expertise on China through former position for at least two years; or minimum of two published works in the last 10 years.
  • Demonstrated three years' experience in defence or government environment.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
