Job Description: Naval Sea Systems Command (NAVSEA) Program Executive Office (PEO) Unmanned and Small Combatants (USC) Program Manager Ships 340 (PMS 340) Naval Special Warfare (NSW) manages Department of War (DoW) acquisition programs supporting Naval Special Warfare Command (WARCOM) and United States Navy (USN) diving and life support capabilities. The contractor shall provide engineering, technical, programmatic, and administrative support for combat diving and life support systems within the PMS 340 portfolio, including support to system certification, sustainment, fielding, testing, evaluation, configuration management, and lifecycle support activities. The contractor shall support Naval Surface Warfare Center Panama City Division (NSWC PCD) Diving and Life Support development and sustainment efforts associated with underwater breathing apparatuses, diving support equipment, and associated life support systems utilized by Naval Special Warfare and other Department of Defense diving communities. Tasks may include technical documentation development, systems integration support, test and evaluation activities, fielding support, technical analysis, logistics coordination, fleet support, and collaboration with Government engineers, logisticians, technicians, program managers, operational personnel, and external stakeholders. Work shall primarily be performed at NSWC PCD with occasional travel to CONUS and OCONUS locations in support of program objectives. Responsibilities include:
  • Assist in the engineering analysis, evaluation, testing, certification, sustainment, and fielding of combat diving and life support systems.
  • Support technical efforts involving underwater breathing apparatuses, life support equipment, support tooling, test equipment, and associated diving system components.
  • Assist with Computer Aided Design (CAD) development and engineering modeling utilizing software such as SolidWorks, Solid Edge, Fusion 360, CREO, or similar engineering design platforms.
  • Participate in system integration, troubleshooting, and technical assessment activities to support operational readiness and lifecycle sustainment objectives.
  • Assist with the development, review, revision, and maintenance of technical documentation, engineering reports, standard operating procedures, maintenance procedures, fielding documentation, and certification support documentation.
  • Support equipment testing and evaluation efforts through data collection, analysis, documentation, and reporting to improve system reliability, maintainability, and operational effectiveness.
  • Collaborate with engineers, technicians, logisticians, program managers, fleet operators, scientists, and contractor personnel to resolve technical issues and support program objectives.
  • Assist with engineering investigations involving equipment discrepancies, system failures, operational deficiencies, and corrective action recommendations.
  • Participate in Integrated Product Team (IPT) meetings, technical interchange meetings, certification discussions, fielding events, logistics planning efforts, and program reviews as required.
  • Assist with technical coordination involving system certification authorities, test agencies, program offices, fleet stakeholders, and external support organizations.
  • Utilize engineering principles and operational knowledge to support technical problem solving and continuous process improvement initiatives.
  • Provide technical and operational recommendations to leadership regarding diving and life support equipment employment, sustainment, testing, and fleet integration considerations.
  • Assist with configuration management and tracking of engineering changes, temporary modifications, system discrepancies, and technical documentation updates.
  • Support acceptance testing, inventory validation, technical inspections, and operational assessments associated with Government-furnished equipment and fielding efforts.
  • Assist with technical analysis and evaluation of operational feedback, failure analysis reports, maintenance trends, reliability concerns, and fleet support issues to improve overall system effectiveness.
Here's what you need:
  • Bachelor's degree in mechanical engineering or related engineering discipline from an accredited institution.
  • Experience supporting military systems, life support systems, diving systems, operational equipment programs, or technical sustainment activities is desired.
  • Operational military diving experience or familiarity with military diving operations is highly desired.
  • Demonstrated ability to work with multidisciplinary teams consisting of engineers, technicians, logisticians, scientists, operational personnel, and contractor support staff.
  • Strong analytical and problem-solving skills to support technical evaluations, system testing, troubleshooting, and engineering assessments.
  • Ability to analyze technical information, evaluate system performance, and provide recommendations supporting engineering and programmatic decisions.
  • Ability to develop, revise, review, and maintain technical documentation, engineering reports, procedures, briefings, and technical correspondence.
  • Ability to communicate technical information effectively both orally and in writing.
  • Knowledge of, or ability to rapidly learn, combat diving systems, life support equipment, underwater breathing apparatuses, and associated support systems.
  • Working knowledge of Microsoft Office applications including Word, Excel, PowerPoint, Teams, and Project.
  • Familiarity with configuration management, systems engineering principles, lifecycle sustainment, testing methodologies, or Department of War acquisition processes is desired.
  • Ability to manage multiple assignments, prioritize workload, and operate effectively in dynamic technical and operational environments.
Security Clearance:
  • Active Secret Clearance
  • Eligibility to obtain and maintain a Top Secret/SCI clearance is desired.
Work Schedule:
  • Monday-Friday Onsite
  • Occasional travel is required for this position (10-20%); travel may include CONUS and OCONUS locations in support of testing, fielding, certification, sustainment, fleet support, and program objectives.
  • Occasional in-person meetings at the Washington Navy Yard, D.C. and other locations as directed by the PMO.
