Position Profile

The Manager, Learning & Development, exists to build the organizational capabilities that enable Marotta Controls to execute its business strategy today while preparing its workforce for tomorrow. This role is responsible for developing the learning, knowledge management, and workforce development strategies that strengthen organizational capability, improve operational performance, and accelerate employee readiness. This position ensures critical knowledge is captured, standardized, transferred, and sustained across the organization. The role establishes learning governance, develops enterprise learning architecture, and leads initiatives that support process improvement, operational excellence, leadership development, regulatory compliance, and the successful adoption of new technologies, systems, and ways of working.

This is a working manager role expected to balance strategic planning with hands‑on execution. The successful candidate will build enterprise learning capabilities while actively leading projects, developing solutions, and partnering directly with business leaders and subject matter experts to achieve measurable business outcomes.

Key Areas of Responsibility

Responsibilities of the Manager Learning and Development include but are not limited to:

  • Develop and execute Marotta's Learning & Development and workforce capability strategy to promote scalability, operational excellence, and organizational readiness.
  • Spearhead the execution and continuous evolution of Marotta's Workforce Development and Leadership Development programs, partnering with business leaders to ensure initiatives are aligned with organizational priorities and deliver measurable results.
  • Provide strategic oversight of Marotta University, establishing governance for learning strategy, curriculum, knowledge management, learning technology, and workforce development.
  • Improve the design of enterprise learning architecture, including competency models, career pathways, leadership development, technical training, onboarding, and certification programs.
  • Build organizational capability by standardizing technical knowledge, documenting critical business processes, reducing key‑person dependencies, and strengthening knowledge transfer across the business.
  • Drive cross‑functional initiatives that support organizational change, system implementations, process improvements, workforce flexibility, and operational transformation.
  • Establish enterprise standards for technical documentation, learning content, work instructions, standard operating procedures (SOPs), and learning governance in partnership with business leaders and subject matter experts.
  • Shape the enterprise learning strategy (LMS), learning analytics, and employee learning experience to ensure effective delivery, reporting, compliance, and continuous improvement.
  • Develop metrics that measure organizational capability, learning effectiveness, workforce readiness, and business impact, using data to guide investment decisions and continuous improvement.
  • Present learning strategy, organizational capability priorities, risks, and recommendations to senior leadership while influencing enterprise workforce development initiatives.
Additional Duties / Responsibilities
  • Author, revise, and maintain Learning and Development policies, processes, procedures, standards, and governance documents.
  • Facilitate selected learning programs, workshops, planning sessions, and capability reviews as needed.
  • Keep management informed of Learning and Development activities, priorities, risks, and outcomes.
  • Manage multiple projects and initiatives through planning, implementation, monitoring, evaluation, and closure.
  • Support change‑management initiatives associated with new systems, processes, organizational priorities, and workforce programs.
  • Ensure learning programs remain aligned with evolving business, regulatory, technical, and workforce requirements.
Minimum Required Qualifications
  • Eight (8) or more years of progressive experience in Learning & Development, organizational capability, workforce development, organizational development, technical training, knowledge management, or a related discipline.
  • Experience developing and executing enterprise learning strategies within a manufacturing, engineering, aerospace, defense, or other highly regulated technical environment.
  • Demonstrated ability to partner with senior leaders, engineers, technicians, process owners, and subject matter experts to identify capability gaps and develop workforce solutions aligned with business objectives.
  • Experience designing enterprise learning solutions, including competency frameworks, role‑based learning pathways, onboarding programs, technical training, leadership development, and workforce capability initiatives.
  • Experience establishing and managing learning infrastructure, including learning management systems (LMS), learning governance, technical documentation, knowledge management practices, training requirements, and learning effectiveness reporting.
  • Strong business acumen and demonstrated program management experience, with the ability to lead cross‑functional initiatives from planning through implementation while driving continuous improvement and measurable organizational outcomes.
Preferred Qualifications
  • Experience with Epicor, JIRA, SharePoint, Power BI, Articulate, Captivate, or similar systems and learning‑authoring tools.
  • Experience supporting systems adoption, process transformation, or change‑management initiatives.
  • Experience coordinating technical certifications such as GD&T, IPC, AS9100, Lean, or other manufacturing and engineering programs.
  • Experience with learning analytics, workforce planning, succession planning, and organizational effectiveness.
  • Experience developing blended learning solutions that include LMS-based, instructor‑led, virtual, hands‑on, and on‑the‑job learning.
  • Certification in DiSC, Learning and Development, Organizational Development, Instructional Design, Change Management, Project Management, Lean, or related discipline.

  • This job interacts both in a professional office environment and a manufacturing/machine shop environment.
  • This role uses standard office equipment such as computers, phones, and photocopiers.
  • This is a full‑time position with occasional evening and weekend work is required as job duties demand.
  • This position works from an assigned cubicle in a professional, collaborative office environment. Some local travel may be required for this position (10-15%).

This position is at our Parsippany, NJ corporate office’s location (with occasional need to work in Montville).

Salary Range: $140k -160k
