The Senior Employee & Labor Relations Analyst plays a central role in how FSU supports its workforce, manages complex employee matters, and strengthens the practices that allow the University to operate with stability, fairness, and sound judgment. This position helps shape the systems, partnerships, and decision-making that support FSU's mission at scale. You will guide high-trust work, advise on sensitive issues, and contribute to a workplace where employees are supported and equipped to do their best work.
Responsibilities
About This Role
Recently named a Forbes Best-in-State Employer, Florida State University is a place where public service, sound governance, and people-centered leadership come together every day. The Senior ELR Analyst plays a critical role in supporting that work by providing expert consultation on complex employee and labor relations matters that directly impact the University's ability to function effectively and responsibly.
Serving as a trusted advisor within the Office of Human Resources, this position partners closely with university leadership and management to resolve sensitive workplace issues, protect institutional integrity, and promote effective people management practices across the institution.
Why This Role Matters
How an institution responds to employee concerns, performance issues, and labor relations challenges shapes trust, accountability, and organizational effectiveness. The Senior ELR Analyst helps ensure that workplace decisions are consistent, legally sound, and aligned with University policy and collective bargaining agreements.
By guiding leaders through complex employee situations, conducting high-stakes investigations, and supporting labor relations processes, this role directly contributes to a stable, compliant, and well-managed work environment-one that allows FSU's teaching, research, and public service mission to advance without disruption.
What You'll Do
As a member of the Employee & Labor Relations team, the Senior ELR Analyst provides high-level consultation, analysis, and project leadership across several core areas:
Employee Relations Consultation & Case Management
- Provide expert guidance and coaching to managers at all levels on employee performance, conduct, and behavioral concerns.
- Conduct highly complex and sensitive employee relations investigations.
- Prepare thorough investigative reports and deliver sound, legally defensible recommendations for corrective action, up to and including termination.
- Analyze documentation and relevant data to support informed, compliant decision-making.
- Partner with leadership to mitigate organizational risk and resolve issues effectively.
- Support the administration of collective bargaining agreements and labor relations activities.
- Assist with grievance processing, contract interpretation, and labor-management matters.
- Conduct research related to contract administration and ensure compliance with agreement-related initiatives and special projects.
- Serve as a subject matter expert for the University's employee performance evaluation processes.
- Lead the planning and execution of cyclical performance evaluation initiatives.
- Develop and facilitate training on employee and labor relations topics, including workplace conduct, performance management, and disciplinary processes.
- Lead and contribute to ELR-related initiatives with university-wide impact.
- Participate in special projects that strengthen policies, practices, and service delivery across Human Resources.
Qualifications
Bachelor's degree and four years of experience in human resources or a related field or a high school diploma/equivalency and eight years of the same experience. (Note: post high-school education and/or experience may substitute at a comparable rate.)
Preferred Qualifications
- Demonstrated experience handling complex employee relations investigations, including performance issues, misconduct, and disciplinary actions in a higher education or large, decentralized organization
- Working knowledge of collective bargaining agreements and experience supporting grievance processes or labor-management activities
- Strong understanding of applicable federal and state employment laws and their practical application in an institutional setting
- Experience advising leaders on risk mitigation and sensitive workplace decision-making
- Proven ability to prepare clear, well-documented investigative reports and recommendations
- Experience developing or delivering training related to employee relations, performance management, or workplace conduct
- Ability to manage multiple high-priority matters with discretion, sound judgment, and attention to detail
