Position Summary
The Labor Relations Officer 2 serves as a key resource in supporting the agency's labor relations functions. This position partners closely with leadership, supervisors, and labor representatives to ensure alignment with labor agreements, organizational policies, and state personnel practices. The role requires substantial independence, sound judgment, and the ability to navigate complex employee-relations matters.

As a Labor Relations Officer 2, you will serve as a trusted advisor to leadership and staff, helping maintain a fair, consistent, and respectful workplace. Key Responsibilities
Lead and coordinate labor relations activities for the assigned facility/office, ensuring issues are addressed promptly and fairly.
Conduct fact-finding, internal reviews, and inquiries related to workplace concerns, disciplinary matters, and contractual disputes.
Provide guidance to supervisors and managers on contract interpretation, workplace expectations, and approaches for resolving personnel issues.
Prepare and present management's position during grievance proceedings, meetings, and other dispute-resolution processes.
Facilitate labor-management discussions, foster cooperative relationships, and support communication between agency leadership and employee organizations.
Develop and deliver training for managers and staff on labor relations topics, workplace practices, and procedural requirements.
Oversee processes related to workplace monitoring programs, internal compliance measures, and required reporting activities.
Maintain accurate records, documentation, and case files; ensure timely followup on all assigned matters.
Participate in agency-wide committees, workgroups, and operational reviews as needed.
Support HR operational needs and perform related duties consistent with the role's scope.
This is an hourly position and is exempt from the bargaining units, with a pay range of 12 on the E1 Exempt Pay Range Schedule. This position is located at Northwest Ohio Behavioral Healthcare (NOBH), 930 South Detroit Ave, Toledo, Ohio 43614-2701. Normal working hours are Monday through Friday, 8:00am to 5:00pm (hours may vary).
Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.
Additional Salary / Appointment Information:
UNUSUAL WORKING CONDITIONS: May require travel which may include overnight stay; may be exposed to persons who are irate or hostile; may work evenings, weekends &/or irregular hours.
