Work Shifts9:00 A.M - 5:00 P.MDuties & ResponsibilitiesPurpose of Position:
Under general supervision of the Director of Labor Relations, participates in the administration of Labor Relations
programs of the NYC Health + Hospitals. Performs related work in public employee labor relations in conduct of union management activities. Acts in compliance with all applicable NYC Health + Hospitals policies and procedures, and all
applicable federal, state, and local laws.
Essential Duties and Responsibilities:
- Prepares progress reports, develops summaries and reports status of work, disciplinary and investigatory matters.
- Prepares analysis of impact of union requests on health care settings operations and prepares rebuttals and strategies to deal with such, including recommendations for management's counter requests prior to discussion.
- Investigates and processes employee grievances, prepares reports and provides recommendations for effective resolution.
- Serves as a Hearing Officer for grievances. Represents the Corporation, when appealed to City Office of Labor Relations and at arbitration hearings.
- Participates in meetings and maintains liaison with union representatives in the discussion of labor-management matters to seek resolution of Corporate or local issues.
- Discusses local health care settings issues and resolution with personnel-labor relations management staff. Maintains ongoing contact with health care settings representatives.
- Conducts labor relations research for the development of labor-management programs, and preparation of meetings. Prepares studies and reports in support of programmatic recommendations and conduct of activities of the Office of Labor Relations.
- Performs other related duties, as directed.
Minimum Qualifications1. Bachelor's Degree from an accredited college or university in Personnel, Public or Business Administration, Economics, Management, Law or a related discipline; and three (3) years of progressively responsible experience in area of labor relations, including negotiation and administration of agreements of labor relations matters; or
2. A combination of training and experience, which is equivalent to "1" above. Higher-level of education may be substituted for one (1) year of experience, however only education above a Bachelor's level can be counted towards substitution for experience. Therefore, all candidates must have a minimum of a Bachelor's Degree in one of the disciplines listed in "1" above, or a closely related discipline.
