Job Summary:
The North Carolina Department of Agriculture and Consumer Services is seeking an IT Supervisor to oversee the effectiveness of IT staff and manage information technology activities within the court unit. The role involves supervising IT staff, developing improvement plans, coordinating projects, and ensuring compliance with guidelines and policies.
Responsibilities:
• Supervise employees involved in information technology activities, including assigning and reviewing work, evaluating performance, providing regular feedback to direct reports, and taking corrective actions.
• Assist in developing short-term and long-range information technology improvement plans for the court unit, ensuring that changes can be implemented with minimal disruption at the court site.
• Work with the IT Management and IT Project Coordinator to plan the staff time necessary to complete project objectives.
• Work with the IT Project Coordinator to coordinate technical resources, stakeholders, and project objectives.
• Advise IT Director in all areas of information technology needs, objectives, and capabilities, including anticipation of future requirements and problems.
• Contribute information to IT Director on the necessity and justification for information technology equipment, upgrades, and everyday operations.
• Advise the IT Director on emerging IT needs to support short-and long-range technical planning.
• Develop and maintain IT management reports for different elements of the court unit as needed.
• Ensure the accuracy of the Court's IT inventory management database, adhere to property management guidelines, and work with IT staff to conduct routine property management procedures.
• Abide by the Code of Conduct for Judicial Employees and court confidentiality requirements.
• Demonstrate a broad working knowledge of theories, principles, practices, and techniques of computer hardware and software, mobile devices, data communications, and technical troubleshooting techniques.
• Apply knowledge of applicable programming languages, databases, application design, computer systems, and networks.
• Display skill in determining the root causes of operating errors and generating or adapting programs, equipment, and technology to serve user needs.
• Demonstrate skill in using information technology equipment, including word processing and spreadsheet applications, requisite court computer applications, case management systems, financial records management platforms, human resources, and related databases and applications.
Qualifications:
Required:
• Applicants must possess a thorough knowledge of the theories, principles, practices, and techniques of computer hardware and software, office administration, courtroom technology, and telecommunications.
• Ability to analyze, evaluate, and determine the technology needs of the court, as well as plan to implement systems that meet those needs.
• At least five years of Information Technology experience, including three years of federal court experience, is required.
• Strong interpersonal skills, including written and oral communication with diplomacy, are essential.
• Travel among divisional offices is required when needed.
Preferred:
• Prior supervisory experience is preferred but not required.
