Job description

The Program Manager will serve as a key member of the Program Management Office (PMO), responsible for overseeing the successful execution of complex defense and commercial programs, process improvements and/or capital improvements from inception through delivery. This role requires demonstrated expertise in integrated program planning and cross-functional leadership. Experience with Earned Value Management Systems (EVMS) is a plus. The Program Manager will manage multiple concurrent programs of varying complexity, ensuring compliance with contractual obligations, DoD standards, and customer requirements while maintaining cost, schedule, and performance objectives.


Core Responsibilities

Program Planning & Execution

  • Develop and manage detailed program timelines and build schedules aligned with internal and customer requirements and ensuring adherence to milestones and deliverables including cost, schedule and quality assurance
  • Lead the planning and execution of government programs ensuring alignment with business goals and timelines including including managing against baselines. Coordinate with finance and program team to ensure accurate tracking and reporting as required for government contracts

Financial & Contract Management

  • Manage fixed price contracts or cost-based contracts and oversee program budget and schedules
  • Establish and track program key performance indicators (KPIs) to evaluate program success and monitor performance against these metrics. Monitor program performance against established baselines and implement corrective actions as necessary

Stakeholder & Customer Management

  • Serve as the primary interface between the Company and the Customer during the execution of assigned programs to keep both informed. Lead customer required program management reviews ensuring required deliverables are met.

Cross-Functional Leadership

  • Lead Integrated Product Teams (IPTs) including supply chain, engineering, quality and operations to ensure program goals are met including material availability and readiness
  • Ensure staffing levels and performance support program requirements including schedule, controls, quality control, regulatory and contractual compliance, and overall success of the contract

Risk & Issue Management

  • Manage program risks including identifying, assessing, monitoring and mitigating risks to cost, quality, schedule or company business objectives
  • Proactively identify and lead problem resolution including providing guidance and support during the process including troubleshooting and resolving any issues that arise
  • Responsible for identifying issues as they arise and escalating through leadership as necessary

Process Improvement & Operational Excellence

  • Identify and implement process improvements to enhance efficiency and reduce costs. Utilize methodologies such as lean manufacturing and six sigma to drive continuous improvement
  • Champion continuous improvement initiatives utilizing Lean Six Sigma methodologies, value stream mapping, and process optimization techniques
  • Assist in identifying and implementing process improvements within PMO operations to enhance efficiency, reduce cycle time, and eliminate waste. Contribute to PMO capability maturation and organizational project management maturity advancement

Business Development Support

  • Support business development for program management including basis of estimates and schedule development as required


Qualifications

Education and Experience:

  • Bachelor’s degree in a related field (Engineering, Business, Project Management, etc). Master’s degree or MBA a plus.
  • 5-10 years program management experience in product development and manufacturing
  • Demonstrated Defense program management required.
  • Experience with IMS and EVMS and is a plus.
  • Strong understanding of production processes and manufacturing.
  • PMP or similar certification preferred

Technical Skills:

  • Knowledgeable in use of program management, quality, and process tools
  • Strong proficiency level in Microsoft Projects.
  • Proficient in Microsoft tools including Teams, SharePoint, Word, Excel, PowerPoint, and Outlook
  • Working knowledge of ERP systems
  • Knowledge of AS9100, ISO 9001, or other quality management system standards

Core Competencies:

  • Excellent written and verbal communication skills to effectively lead cross-functional Integrated Product Teams (IPTs) and interact with internal and external stakeholders including customers, vendors, and government agencies
  • Strong analytical and problem-solving skills with attention to detail

Work Environment & Requirements:

  • Hybrid work environment requiring on-site presence 3 days per week
  • Occasional travel (~20%) to customer sites, supplier facilities, and corporate locations
  • Must be a U.S. Person
  • Must be able to pass a federal background check with the ability to obtain DoD Secret Security Clearance
