Description Program Manager, Specialized Disability Programs OPEN RECRUITMENT OPEN RECRUITMENT 6-MONTH ELIGIBILITY LIST 11 Steps - Range 7 / MANAGEMENT TEAM $94,879.00 - $129,275.00 Annually CURRENT VACANCY: 100%, 12 MONTHS This recruitment will be used to fill all current and future vacancies. *Applications will only be accepted from 6/29/26 to 7/7/26 at 5:00 pm.* The Student Support Services Division at Long Beach City College is seeking a Program Manager, Specialized Disability Programs to support and advance services for students with disabilities in the College to Career C2C Program. Under the direction of an assigned administrator, this position plans, coordinates, and manages program operations that support student access, retention, and success

The Program Manager provides day to day leadership to staff and oversees program implementation. The role ensures compliance with applicable policies and requirements while managing key functions including budgeting, reporting, outreach, and partnerships. This position works closely with counseling, DSPS, faculty, and community partners, including Regional Center services, to deliver coordinated academic, career, and self advocacy supports.

The ideal candidate will demonstrate strong supervisory skills, sound independent judgment, and a commitment to serving diverse student populations in a collaborative higher education environment. This position is assigned to and supports the College to Career C2C Program. In addition to the minimum qualifications, desirable knowledge, skills, and abilities include: Lead and manage day to day operations of the College to Career C2C Program to ensure effective service delivery and achievement of program goals.

Provide leadership and oversight of program activities that support academic progress, career development, and self advocacy skill development for students with disabilities. Supervise, train, and evaluate program staff responsible for identifying, recruiting, and delivering services to eligible students in accordance with District policies and labor agreements. Ensure compliance with District, state, and federal requirements related to disability services and program operations and oversee the collection, analysis, and reporting of program data.

Coordinate outreach, partnerships, and communication with DSPS, counseling services, faculty, K-12 districts, and community agencies to promote program awareness, recruitment, and student retention. Manage program budget activities including tracking expenditures, preparing invoices and reports, and responding to funding and compliance requirements. Develop program reports, support funding proposals, and implement continuous improvement efforts to strengthen program effectiveness and student outcomes.

DISTINGUISHING CHARACTERISTICS The Program Manager, Specialized Disability Programs is responsible for training and supervising project staff. Interviews, advises, and assists students admitted to the program. Provides information to students and the public regarding their assigned programs.

Promotes outreach activities and maintains cooperative relationships with campus community, partner agencies, and other external groups. The incumbent must be aware of student issues and sensitivities within the framework of established policies, procedures, and guidelines and, accordingly, must carry out responsibilities independently in a professional and sensitive manner at all times. For the full position description, please click here: Program Manager, Specialized Disability Programs Qualifications MINIMUM QUALIFICATIONS FOR THIS POSITION: Education, Training and Experience: Bachelor's degree from an accredited institution in rehabilitation counseling, counseling, psychology, education or a related field and three (3) years of increasingly responsible experience in student services/programs working with or supporting students with disabilities in an education setting, preferably within federally funded special population programs, with one (1) of those years serving in a lead role; or an equivalent combination of training and experience.

Master's degree in a closely related field is preferred. Experience is evaluated on the basis of a verifiable 35 hour week, unless specified otherwise. Prorated part-time experience may be acceptable.

Licenses; Certificates; Special Requirements: A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy. Meeting the minimum requirements of the position does not guarantee advancement in the selection process.
