Job description

Construction Procurement & Contracts Manager:

Experience with complying to Indiana statutory law & municipal law for public procurement of capital projects & equipment preferred. Construction administration experience highly preferred.

Summary:

This position is responsible for the management of contracts, including participating in the negotiating of the terms and conditions in contracts and ensuring ICCLOS compliance with the terms and conditions. Additionally, this position will be responsible for documenting and supporting any changes or amendments that may arise during the implementation or execution of contracts. This position is responsible for the process of systematically and efficiently managing contracts from creation to execution and analysis for the purpose of maximizing financial and operational performance and minimizing risk.

Job Responsibilities:

  • Oversees and implements all steps of: (i) Indiana municipal public procurement law and (ii) policies of the Capital Improvement Board of Managers of Marion County compliance for all construction of capital projects to comply with the laws of the State of Indiana.
  • Manages contracts to ensure effectiveness by monitoring contracts, recommending extension of existing contracts; or assists departments with preparation for bid process; assists with the development of appropriate commodities or scope of work to include on contract bids; recommending and preparing effective supplemental terms and conditions to include on contract bids; gathering and coordinating contract requirements from designated departmental functions, drafting documents for bid; and processing contract modifications.
  • Manages performance for compliance to contract terms and conditions for assigned contracts by monitoring contractor performance; preparing contractor performance evaluations; meeting with contractors to explain performance evaluations and obtain feedback; reporting and resolving contract issues.
  • Manages the ICCLOS Minority Participation Program for compliance with stated goals in conjunction with City of Indianapolis staff.
  • Ensures that purchases comply with the State and Local MBE/WBE requirements; informing departments on the importance and the process of complying with State and Local requirements, and monitors the overall success of the process.
  • Develops new contracts by researching purchase history and product information; coordinating and compiling requirements; deciding and preparing effective supplemental terms and conditions; deciding and preparing effective contractor performance measurements.
  • Develops and maintains contract database by updating database for contracts; creating and updating status of existing contracts and other pertinent information.
  • Prepares reports by collecting, analyzing and summarizing information regarding contractor performance, contract expenditures, purchase history, etc.
  • Researches and provides information when requested by responding to inquiries from management, board, committees.
  • Assists with bid award process and maintains all records related to bid efforts.
  • Capital Projects: Indiana statutory compliance, contract administration, Bid specifications compliance and projects fund accounting.
